This position is governed by state and federal laws and agency/institution policyFunctionsProvides supervision of the work of subordinate employees by prioritizing work assignments, establishing deadlines, providing general instructions, and reviewing the work performed to ensure technical accuracy and compliance with instructions or established policies and procedures. Conducts environmental audits and inspections and investigations of violations. Evaluates violations or problems discovered during inspections in order to determine appropriate regulatory actions, or to provide advice on the development and prosecution of regulatory cases. Acts as an expert witness in court proceedings. Communicates scientific and technical information through oral briefings, written documents, workshops, conferences, and public hearings. Reviews and implements environmental technical standards, guidelines, policies, and formal regulations that meet all appropriate requirements. Provides technical guidance, support, and oversight to environmental programs, industry, and the general public. Provides advice on proper standards and regulations and the development of policies, strategies, and codes of practice for environmental management. Determines data collection methods to be employed in research projects and surveys. Attends and participates in professional meetings and seminars to stay abreast of changes in the fields of ecology and biology. Experience developing and implementing total maximum daily loads (TMDLs) in accordance with EPA and Clean Water Act requirements

Experience collecting, interpreting, and analyzing water quality and biological data
Ability to collect, interpret, and display GIS/GPS data
Experience reviewing project plans, quality assurance project documents, and project reports and assessments developed by third-party entities
Excellent verbal and written communication skills with the ability to communicate effectively across a widely varying audience
