Serving as the primary liaison for government stakeholders, you'll ensure flawless execution of all contract requirements—overseeing staffing, operations, budgeting, performance metrics, and deliverables. With your strategic vision and leadership, you'll build strong partnerships, uphold compliance standards, and drive exceptional results that set Pearl apart in operational excellence.Essential Duties and Responsibilities:Program & Contract Management:
Oversee and implement the overall contract requirements, ensuring that all tasks, deliverables, and KPIs are met.
Maintain direct communication with government representatives to ensure alignment with program objectives and foster a strong working relationship.
Ensure that contractor staff is fully informed of all government communications and directives.
Organize, direct, and coordinate the planning and execution of all contract support activities.
Operational Leadership & Performance Management:
Provide day-to-day operational oversight, ensuring program goals are achieved efficiently and effectively.
Monitor and analyze contract performance data, generate reports, and present results to senior government officials.
Develop and enforce quality control measures to ensure consistent service delivery and compliance with contract expectations.
Suggest and implement improvements, efficiencies, and cost-cutting strategies based on operational assessments.
Financial & Staffing Resource Coordination:
Manage the budget, financial resources, and cost controls associated with the contract.
Oversee staffing levels, recruitment, and resource allocation to support operational needs.
Coordinate staff training programs to ensure employees remain current on Customer Agency programs and KPIs.
Mobilize teams to adapt to new technologies, policies, and evolving program priorities.
Compliance & Risk Management:
Ensure full compliance with government contract requirements, regulations, and security protocols.
Identify and mitigate potential risks that could impact contract execution.
Serve as the escalation point for problem resolution and decision-making related to contract performance.
Education and/or Work Experience Requirements:
Bachelor’s Degree in Communications, Business Management, or a related field.
5+ years of experience managing complex budgets, human resources, and administrative operations in a major communications program.
Experience with government contracting environments is preferred.
Proven ability to identify innovative solutions and lead teams in adapting to new technologies and program priorities.
Strong leadership, problem-solving, and decision-making skills in high-pressure environments.
Excellent written and oral communication skills with the ability to present information clearly to stakeholders at all levels.
