Starting Salary Range: $6,542-$8,508 DOE, plus benefits

SCOPE OF WORK:

Under minimal supervision, this is a two-year temporary position responsible for leading a number of projects critical to the Everett Housing Authority’s real estate and long-term fiscal health. EHA is at the beginning of an ambitious 10-year plan to double its housing portfolio, to ensure the long-term viability of all viable properties, and to reposition its current portfolio based on sound asset management principles. This position will work alongside the Finance and Development departments to facilitate the accomplishments of EHA’s development objectives. Aids the Executive Director and Senior Leadership team in areas of subject matter expertise. Leads EHA’s applications for and opportunities resulting from new HUD and other programs and funding (e.g., Moving to Work Demonstration, Mobility Demonstration).

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Essential Functions:

Complete Asset Management Plans for all EHA properties, including all HUD 202 and 202/8 developments and unsubsidized affordable properties.

Provide oversight, scheduling, monitoring, and updating of Asset Management Plan budgeting and implementation. Provide ongoing assessment of each of the plans against projected needs and resyndication schedules. Work with Housing Management and Finance staff to ensure timely procurement of contracts to accomplish renovations required by asset management plans.

Analyze the feasibility of developing and converting new Public Housing. If infeasible, lead the completion of EHA's exit of the Public Housing Program and transfer of non-residential Public Housing properties, including the Colby Administration and Facilities buildings and the Wiggums Park ballfield.

Direct the development of repositioning recommendations and timeline for “RAD for PRAC” conversions of EHA’s 11 HUD 202 and 202/8Properties.

Analyze the cost effectiveness and financial feasibility of all EHA properties with fewer than 35 units and develop disposition strategies as needed.

In coordination with the Development Department, lead assigned real estate projects, including vacant land and multifamily property acquisitions and disposition planning.

Leads or supports periodic substantive tasks, including but not limited to, overseeing planning, budgeting and tracking of all EHA funds received to address needs related to COVID-19 in compliance with the appropriate legislation and HUD regulations.

In anticipation of the retirement of EHA’s current head of Procurement, become familiar with all Procurement functions.

Perform related duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL FUNCTIONS

REQUIRED EDUCATION AND EXPERIENCE:

Bachelor’s degree from an accredited four-year college or university in public administration, real estate, economics, finance or a related fieldand seven (7) years of increasingly responsible affordable housing and other development experience with five years (5) years in a supervisory capacity. Master’s degree preferred.

A minimum of eight (8) years of experience in HUD programs, affordable housing development, asset management, and/or project management.

Required Knowledge and Skills

Affordable housing development funding and processes;

Financial analysis of real estate development and acquisition projects;

Federal and state procurement policies and regulations, including major

Strong project management skills including the ability to prioritize and handle multiple projects simultaneously and the ability to work with and lead diverse shareholders;

Impacts of institutional racism and principles of diversity, equity and inclusion, especially as they relate to housing programs;

Federal housing and related laws, the Low-Income Housing Tax Credit Program, as well as HUD regulations relating to development, redevelopment, asset management, Section 18 disposition, contracting and procurement;

Knowledge of HUD housing and related programs, including demonstration programs like Moving to Work, Moving to Opportunity and Mobility;

Knowledge of state and local housing programs;

Excellent verbal and written communication skills, including public speaking to varied audiences and interest groups;

Advanced skills in MS Word, Access, Excel, presentation applications and reporting and/or statistical software a plus.
