We’ve got what you’re looking for.Job Description:Parsons is looking for an amazingly talented Test Facility Site Supervisor to join our team!DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS)

Manage the hands-on, day-to-day issues related to operational and test activities, and is authorized to act on site-specific C-UAS matters relating to the daily operation of SPTF.

Responsible for the direction, management, development, and guidance of UAS Integrators, C-UAS Service Technicians (CSTs), and C-UAS Contingency Field Service Watchstanders (FSW).

Supports, but does not direct, the activities and projects of the C-UAS Test and Evaluation Section and the C-UAS Logistics section, which are located at SPTF.

Oversees and manages the facility to include onsite infrastructure, facility maintenance, site management and upkeep, and facility logistics.

Coordinates test bed site layout with SPTF landlords and adjacent non-government tenant agencies/organizations.

Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the C-UAS Facility

Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.

Identifies the staffing plan for projects, scheduled tests, training events, Distinguished Visitor events, evaluations, upgrades, and equipment installation/removal.

Responsible for employee performance including recognition and disciplinary efforts.

Discusses the qualifications required of the key project positions with senior leadership.

Collaborates with the office facilities staff to address project office space requirements.

Works with other managers, test engineers, and pillar leads to develop budgets, schedules, and plans for various projects at Summit Point and in support of international or domestic operations.

Monitors and reports on the progress of assigned projects within the program, including significant milestones and any conditions, which would affect project cost, schedule, or performance.

Present information and briefings to senior managers orally and in writing.

Coordinate hardware infrastructure site surveys, planning, and design and develop implementation plans with internal and external stakeholders.

Conducts periodic and refresher training in accordance with program guidance from the U.S. Government and third-party contractors regarding the proper use, care, maintenance, and preventive maintenance of assigned systems.

Review, compile, and submit Weekly Activity Report inputs to the Operations Manager.

Supports the Training Manager for FSW Certification, scheduling of training, and pre-deployment requirements to ensure Contingency FSWs are trained and deployable within 48 hours of notification.

Creates, complete, and/or close work orders for scheduled and non-scheduled maintenance activities within Computerized Maintenance Management System (CMMS).

Ensure all emergency and routine C-UAS maintenance are conducted and reported in CMMS.

Maintain commercial compliance requirements with the Federal Communications Commission to include special temporary authorizations, declarations of conformity, and experimental licenses.

Maintain commercial compliance requirements with Federal Aviation Administration (FAA) to include FAA drone zone UAS registration and waivers.

Maintain, enforce, and periodically review building security protocols to safeguard property, assets, and occupants from intruders, violence, and hazardous situations.

Report Facility closures and/or make recommendations to the Core Office and U.S. Government regarding inclement weather at the location to address safety and operational concerns during severe or harsh weather conditions.

Provide daily personnel report to Core Office and OSIS II Program Office; provide any updates of personnel absences, illness, injuries, or other events that could result in a loss of work

Performs other responsibilities associated with this position as may be appropriate and/or directed by the Core Office or Government Technical Monitor (GTM)What Required Skills You'll Bring:

Bachelor’s Degree is required or 8 years’ C-UAS experience in lieu of education.

Preferred degree of study: Business Management, Technology Management, Project Management and/or Engineering, Construction Engineering or related area of study

Candidate must have 8+ years’ experience in personnel management including the ability to manage diverse, multi-functional teams responsible for delivering high-quality technical solutions on time and within budget

PMP Certification or equivalent experience

Experience effectively and professionally communicating technical and program related information to multiple stakeholders and adherence to established communications plans.

Candidate must be able to manage multiple tasks with competing priorities in dynamic, politically sensitive environments ensuring customer expectations are managed.

Candidate should have 3+ years of technical project management experience related to RF Systems, Information Technology, and testing and evaluation.

Must have knowledge and experience developing project management plans, communication plans, project budget and schedules, identifying and managing risk.

Must demonstrate experience the successful planning, development and the implementation of project in terms of cost, schedule and scope.

What Desired Skills You Will Bring:

Candidate shall possess a valid Remote Pilot Certificate under Part 107 of Federal Aviation Administration and demonstrate understanding of regulations, requirements, and procedures for flying UASs.

Candidate shall be proficient in UAS operations and demonstrate the ability to remotely pilot air vehicles in the SPTF inventory to include DJI, Autel, and proprietary UAS platforms.

Candidate will possess a working knowledge of project management, US Department of State Federal Affairs Handbook (FAH) requirements, industry standards, such as PMI, for project management.

Candidate shall demonstrate a working knowledge of deployed C-UAS capabilities and have experience with one or more systems: CORIAN, Ninja, SkyView, EO/IR cameras, Rada radars, DeDrone, and DroneDefender

Candidate shall demonstrate a working knowledge of Computerized Maintenance Management System (CMMS) and ability to create, modify, complete, and close Work Orders

Candidate will maintain a professional demeanor, demonstrating excellent oral and written communication skills to resolve issues with all stakeholders.

Excellent problem-solving skills, and analytical skills.

Ability to work within a team, take the initiative and show strong attention to detail.

Proactive problem solver, expected to present problems and recommendations simultaneously.

Travel: 10% to support test development; local travel to C-UAS facilities in Sterling and Alexandria VA

Physical requirements can include walking, climbing, crawling through small spaces, and standing or sitting for long periods of time.

Position requires US citizenship.

Must be able to obtain and travel on a US Passport

Must be able to obtain and maintain a TOP SECRET security clearance.
