Pay Range: $30.70 - $38.94 per hour (Non-Bargaining Pay Plan C41, Step 1-13)

Hiring Range: $30.70 - $32.58 per hour (Non-Bargaining Pay Plan, C41 Step 1-4 DOQ)

There is one part-time Program Coordinator II opening with the Yakima County Coroner's office. This position is responsible for performing the duties related to the Coroner’s jurisdiction over the bodies of deceased persons who come to their death suddenly and without medical attendance in Yakima County. Duties include: collecting the decedents, personnel property and counseling of the bereaved.

Essential Duties:

Assists the Coroner and Chief Deputy Coroner in responding to unattended /accidental death scenes and documents the cause and manner of death.

Takes possession of and transportation of the remains and personal property of the deceased and collects information regarding the scene for law enforcement.

Performs examination of the body at the scene and at the Coroner's facility. Identifies and secures property of the decedent for decedent's relatives. Maintains chain of command over decedent, samples and property.

Completes required documentation for filing with State and other agencies.

Assists the Coroner and Chief Deputy Coroner in conferring with law enforcement agencies to coordinate investigations of death resulting from criminal acts. Confers with decedent's physician, hospitals, other medical personnel and reviews medical records to gather background medical information for investigation by Coroner and/or Chief Deputy Coroner.

Locates and personally notifies relatives of the decedent of the death, interviews relatives for background information, and advises the relatives of Coroner's Office procedures.

Responsible for providing office and administrative support both by phone and in person. Assists the Coroner and Chief Deputy Coroner with performing research in specialized computer programs to obtain information and create requested daily, monthly and annual reports for review by Coroner and for filing and retention.

Completes standard reports and gathers other documentation to support determination of cause and manner of death. Processes and ensures death certificates are filed with agencies to maintain vital statistics. Maintains security of files, evidence and human remains.

Assists medical personnel in autopsies of decedents and obtaining diagnostic samples. Accepts, labels, and safeguards evidence and performs other related tasks as necessary.

Sanitizes and maintains morgue, vehicle and all related equipment as well as office equipment.

Other duties required including participating in a call out rotation and testifying in court and gives depositions regarding Coroner cases.

Education & Experience:

Associate Degree or two-year technical certificate in Criminal Justice, Medical Assisting, Surgical Technology or similar area of study AND two (2) years of applicable experience that may include exposure to violent crime and death scenes, cleaning of violent crime and death scenes, providing transportation of human remains, working with and counseling grieving families; OR an equivalent combination of education and experience or equivalent knowledge, skills and abilities to perform the essential duties of the job.

Required:

-Valid WA State Driver’s License and proof of insurance, if requested

-Successful completion of a comprehensive criminal background investigation and general employment verification.

Preferred:

-ABMDI (American Board Medico-Legal Death Investigator) Certification; and,

-two (2) years of experience working as a first responder such as: Emergency Medical Technician, Paramedic, Volunteer Firefighter,

Reserve law enforcement

Equipment Used: vehicle, stretchers, laboratory equipment, medical devices, fingerprint equipment, autopsy equipment, computer, printer, copier, telephone, cell phone, photographic equipment and other general office equipment.

Working Conditions: This position is rated as Heavy Work: Exerting up to or in excess of 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Work is performed out in the field.

Position requires ability to be on call in the evenings (1:3 weekly); work outside of regular business hours and drive vehicle within Yakima County. May subject to emotional duress and personnel.

Position will be exposed to bloodborne pathogens and unpleasant odors associated with close physical contact with decomposing human remains and handling of human remains, preparing bodies for funeral homes, collecting blood, urine, vitreous and other specimens for laboratory packaging.

Position will be subject to high stress levels that vary greatly and are impacted according to the age of the decedent, and relationship of the decedent to the investigator, the cause, manner and nature of the death, environmental, structural and biohazardous conditions at the scene of death, the severity of the grief response of survivors and/or family and friends of decedents.

Environment: excessive noise, exposure to weather, extreme temperatures, moving/mechanical parts, pathogen exposure, vibration, travel, work in locked down facility(s), fand field work.

Physical Demands: bending, carrying, handling, lifting, pulling. pushing, reaching, sitting, standing, walking, fingering, balancing, hearing, smelling, talking, and visual acuity.

Intellectual Demands: confidentiality, ability to work under pressure, ability to articulate and communicate information in conversations, ability to follow written instruction, and ability to follow verbal instruction.

Knowledge:

-Criminal Evidence Collection and preserving evidence;

-basic anatomy and medical terminology;

-modern office technology and use of Microsoft Office software;

-proper English grammar, punctuation, sentence structure, and spelling, and;

-electronic and paper filing techniques.

Skills (and abilities):

-ability to learn Coroner specific investigative techniques, principles, and rules of evidence;

-understand and follow oral instructions;

-accurately observe and record information relating to deaths;

-work tactfully and effectively with persons in situations that are highly stressful;

-write clear and concise reports, field notes, and correspondence;

-assisting Doctors with Autopsies and handling of evidence, and;

-obtaining ABMDI (American Board Medico-Legal Death Investigator) Certification is strongly recommended.
