Hiring Range: $7,559 - $8,022 per month (Engineering Pay Plan, ENG45 Step 1-4 DOQ)

There is one Engineer V opening with the Yakima County Public Services, Water Resources Division. This position is responsible for managing and coordinating the budgeting, cost estimating, design, permitting, construction and monitoring of the County’s flood control works and flood risk reduction projects. This position trains Water Resources Engineers, assists in new project development, leads projects with larger scope and financial accountability and assigns and monitors technical work of other Water Resources Engineers.

Note: This is a Yakima County Clerical, Trades and Professional Bargaining Unit position.

Essential Duties:

1. Prioritizes, assigns, reviews, and directs engineering projects or programs; programs; provides direction, training, guidance and feedback to technical and professional staff, consultants, contractors and architects.

Provides engineering standards, procedures, and process for the water resources group. Takes leading role in resolving complex engineering questions. Provides technical advice and counsel related to engineering questions and programs.

Develops and promotes engineering growth and understanding among technical and professional staff within Water Resources.

2. Prepares, coordinates and monitors preparation of project designs, plans, drawings, specifications, estimates, spreadsheets and graphic information material. Gathers and interprets engineering data for projects with a broad scope and high level of financial responsibility.

Performs GIS, Auto-CAD, and Civil 3D work related to Water Resources Division projects. Prepares Contract Documents and specifications for projects. Obtains necessary environmental permits for projects.

Reviews, drafts and processes engineering documents, resolutions and ordinances; conducts engineering investigations and studies.

3. Prepares and completes complex plans, designs, calculations and cost estimates related to hydrologic, hydraulic, flood hazard reduction, fish passage, surface water, stormwater drainage, and water quality projects and programs.

Prepares and runs hydrologic/hydraulic surface and groundwater models to help support Water Resources project designs.

Provide assistance and QA/QC to Water Resources engineers, consultants and others on Water Resources projects.

4. Manages projects and construction related activities such as recommending or approving materials, schedules, pay estimates and contract awards; negotiates change orders and provides quality control .

Coordinates project construction maintenance and inspection.

Attends or facilitates meetings related to construction projects.

5. Coordinates work and provides direction, training, guidance and feedback to technical and professional level staff, consultants, contractors and architects. Ensure plan, drawing, specification and project compliance. Coordinates projects with other departments, regulating agencies and utility companies.

Manage contracts/consultants responsible for conducting multi-objective water resources related projects; reviews, conducts QA/QC, and accepts consultant products for County requirements. Projects may include, flood mapping, flood mitigation, stream restoration and fish/wildlife enhancement, flood planning, and field data collection studies. Prepare scope of work, budget, timeline, selection criteria, QA/QC requirements and BOCC agenda items.

6. Responds to questions/concerns of the general public and property owners. Respond to complaints and problem calls from the public including field investigations.

Conduct flood investigation and respond to flooding complaints. Counsels on emergency response activities to Division managers.

7. Conducts engineering investigations and studies/prepares technical reports related to hydrology, hydraulics, riverine structures and levees, flood hazard reduction fish passage, stormwater drainage, stormwater facilities and water quality.

Prepares funding applications for state and federal grants and loans.

8. Other duties required.

Education & Experience:

Bachelor's Degree in Civil Engineering or related field AND five (5) years engineering experience including two (2) years in surface water analysis and/or design; OR an equivalent combination of education and experience which provides knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.

Required:

-registration as a Professional Engineer in the State of Washington. Applications will be accepted from registered engineers residing in another state, and appointments of such individuals shall be contingent upon obtaining the Washington State Registration;

-possession of a valid Washington State Drivers’ License is required at time of appointment; and,

-successful completion of a general employment verification

Equipment Used: computer, tablet, field vehicle, calculator, telephone, copier, camera, tape measuring equipment (tape or wheel). Proficiency with hydrologic and hydraulic computer software including HEC-RAS, HEC-HMS, Geo-RAS, SRH-2D, MIKE11, MIKE21, MIKEFLOOD, QPEAK, AutoCAD, Civil 3D, ArcView, ArcGIS, ArcMap, ArcGIS Collector, ArcGIS Pro TR-55 and SWMM. Intermittent field equipment (water and soil sampling equipment, flow measurement equipment, survey equipment), GPS equipment and Small Unmanned Aerial Systems. Use Microsoft Word, Excel, PowerPoint, Project, and Access along with PDF viewers, editors and digital signatures.

Working Conditions:

This position is rates as Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Work requires both office and field work and may involve interaction with hostile individuals. Requires driving, climbing, reaching, standing, walking on sometimes-uneven terrain, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Medium Risk due to driving and field work, exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Environment: exposure to weather, extreme temperatures, travel, field work, and walking on sometimes-uneven terrain.
