SALARY RANGE

The advertised hiring range for the Business Systems Analyst is $77,680 - $97,100, with a maximum opportunity of up to $116,520 with tenure and strong performance.

The advertised hiring range for the Business Systems Analyst Senior is $89,600 - $112,000, with a maximum opportunity of up to $134,400 with tenure and strong performance.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Business Systems Analyst

Join our team at Chelan County Public Utility District. As one of the largest hydroelectric generating utilities in the Northwest, our mission at Chelan PUD is to improve the quality of life for the thousands of people who call our pristine desert and mountain community home.

Overview

Provides mid-level business systems analysis using knowledge of system processes, software programs, analysis techniques, and business strategies to help maximize technology effectiveness, productivity and communication in operations. This role will act as a liaison between operations/end users and IT for business needs requiring IT based solutions. The duties include working with operations and management stakeholders to determine technology needs, coordinating with IT professionals to create or update systems to achieve their desired outcomes, designing and documenting processes, and instilling best practices for collection of data.

Responsibilities

- Business System Practices: Identify business needs and translate those into software/application requirement. Design, analyze and support business practices of medium complexity, and develop and implement associated software configuration. Develop testing strategy for software upgrades and implementations. Perform test procedures with understanding of how the system or process should work, and how changes in conditions, operations and the environment will affect outcomes.

- Product Ownership: Serve as a subject matter expert for one or more applications including understanding and utilizing system and tool capabilities. Make recommendations for solutions or improvements to business processes that can be accomplished through new technology or alternative uses of existing technology. May serve as a product owner for small systems or integrations with contracted services. Troubleshoot and triage system issues. Administer workflows, processes and escalations.

- Reporting: Develop reporting to support business processes of medium complexity.

- Project Coordination: Support or lead feasibility studies, gather operational requirements, and develop user stories and alternatives to business problems of moderate complexity. Document business features and needs/requirements. Participate in all system upgrades and integrations with other applications for owned systems.

- Training: Develop and provide basic functional training on business applications one-on-one, in moderate size groups and pre-recorded delivery mechanisms.

- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

- Provide backup or primary system operations support and monitoring when regular support is unavailable.

Education

Equivalent experience (year for year) may substitute for required education.

- Bachelor's Degree (B.A., B.S.) in Computer Science, Business Administration, Business Management or closely related field is typically required.

- Equivalent combination of experience and education can substitute for required education.

Experience

- 2+ years experience as a Business Systems Analyst or related experience in computer systems analysis, business process analysis, or system implementation is required.

- Candidates with prior experience supporting and enhancing business applications for the assigned business unit strongly preferred.

Licenses and Certifications

- Washington State Driver's License Upon Hire required

Participate in IT project teams for business software projects with large scope and business impact. Develop functional timelines and resource requirement estimates. Administer functional software and services procurement and contract administration.

- Reporting/Business Intelligence: Develop reporting and enhanced data quality to support business processes of high complexity. Utilize District business intelligence/data analytics platforms to assist provide system insights to management and other business users.

- Business Practices: Identify business needs and translate those into software/application requirement. Design, analyze and implement business practices of high complexity, and develop and implement associated software configuration. Develop testing strategy for software upgrades and implementations. Execute test strategies with understanding of how the system or process should work, and how changes in conditions, operations and the environment will affect outcomes.

- Training: Develop and deliver functional training on business applications one-on-one, in all sized groups, and through recorded delivery mechanisms. Train and mentor junior level staff; leads contractor personnel, if required.
