SALARY RANGE

The starting salary range for this position is $69,120 - $86,400 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $103,680, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Security Coordinator

Join our team at Chelan County Public Utility District. As one of the largest hydroelectric generating utilities in the Northwest, our mission at Chelan PUD is to improve the quality of life for the thousands of people who call our pristine desert and mountain community home.

Overview

The security coordinator plays a crucial role in ensuring the safety and security of our employees and visitors. This position is responsible for security focused visitor management & customer service, surveillance, access control, emergency response and field response investigations of security related situations involving District facilities. This includes daily support of the contracted guard force, training, standards and productivity. Supports security requirements that successfully meet District and Government mandates (and inspections) for critical energy and critical water infrastructure protections for general corporate access areas. Fosters engagement in security awareness and workplace violence prevention initiatives with response to security changes, concerns, questions and/or complaints. Assists security management by making minor operational decisions and facilitates approved actions to resolve problems and address issues. Internal/External collaboration with business units, interaction with stakeholders, support roles with Fire Safety Outage and Incident Command System.

Responsibilities

- Greeting and assisting visitors while fostering a safe environment for both District employees and visitors. Verify identification of visitors, issue access cards, and ensure only authorized personnel enter restricted areas.

- Provides daily support of contracted security guards by assisting management. Reinforces policies and procedures, maintains the schedules of contracted guards, performs training while assisting management in ensuring standards and productivity are met. Communicates findings to management personnel. Leads and conducts field training exercises for Critical Infrastructure locations.

- Conduct field response and investigations for security related situations involving District facilities. Analyze information and coordinate inquiries for swift resolution and carry out approved responses.

- Fulfills security requirements that successfully meet District and Government mandates for Critical Energy and Water Infrastructure protections. Coordinates with Security subject matter experts for programmatic tasks for all NERC CIP low, medium and high impact locations as well as FERC dam locations.

- Create, train, maintain and update all security infrastructure responses plans, SOP, and Job Aids on an ongoing basis.

- Maintains internal collaboration with various business units, external interaction with stakeholders, with support roles for Fire Safety Outage Program and Incident Command System.

- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

- As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications

Education

Equivalent experience (year for year) may substitute for required education.

- Associate Degree (A. A.) from two-year college or technical school; or equivalent combination of education and experience is desired.

Experience

- 4+ years minimum experience in security contract management. Three (3) years' conducting field investigations and case management reporting, which may have been gained concurrently is required.

Licenses and Certifications

- Heartsaver First Aid CPR AED Instructor from a nationally accredited organization is preferred.

- EMT - Emergency Medical Tech Certification from the WA state department of health is preferred.

- ASIS - Workplace Violence Prevention Certificate is preferred.

- ASIS - Security Risk Assessment Certificate is preferred.

Skills and Abilities

A fully skilled incumbent will have the following knowledge skills & abilities:

- Judgment in the interpretation, diagnostics and application of security systems (hardware and software).

- Highly effective technical, diagnostic and organizational skills.

- Ability to learn and understand electronic access control software programs, applications, diagnostics and reporting.

- Highly motivated with the ability to prioritize multiple tasks, work effectively with frequent interruptions, elicit cooperation and coordinate total efforts to accomplish a task.

- Excellent written, verbal and interpersonal communication skills to interact effectively and professionally with employees and outside agencies.

- An attitude of service and assistance towards District employees and the public.

- Must be a problem-solver and possess the ability to react calmly and respond appropriately in crisis situations.

- The incumbent must have detailed, operating knowledge of the District’s integrated security systems and be available for operational assistance and/or call-out on a regular basis. 24/7 response to access control or security system needs.

- Must be proficient in reading, writing and speaking English.

- This position communicates with the public more than 20% of the time. Bilingual fluency in English and Spanish is preferred.
