National Director of Government Affairs

Key Outcomes & Responsibilities: 1. Strategic Planning: Develop and implement a comprehensive multi-state and federal government affairs strategic plan that reflects: Our Organization’s national mission and vision Local market capabilities and goals Medicaid and State Licensure regulatory priorities Regulatory opportunities and challenges at the federal and state levels 2. Continuous Strategic Evaluation & Refinement: Establish a repeatable, scalable, collaborative process with market leaders and stakeholders for: Continuously evaluating and refining government affairs priorities Incorporating evolving external information (e.g., policy shifts, election outcomes, economic changes) and internal data (e.g., access gaps, utilization trends, prior authorization) Adjusting the plan in real time to ensure relevance and strategic alignment 3. Measurable, Aligned Impact: Ensure every government affairs initiative is designed and pursued with a clearly defined, measurable impact tied to: Improved patient access and equity Payer policy improvements (coverage, rates, acuity tools, authorization, utilization management) Regulatory simplification or burden reduction Alignment with our Organization’s overall short and long-term strategic goals and local market objectives 4. Internal Collaboration, Facilitation & Education: Act as a connector and educator across departments and markets by: Facilitating conversations between field leaders, operations, clinical teams, legal/compliance, and strategy Building awareness of where and how policy engagement and influence fits into their roles Developing training tools or communication channels to foster informed advocacy participation 5. External Advocacy & Relationship Building: Cultivate and sustain strategic relationships with: State and federal legislators and their staff Medicaid agencies and key leaders (managed care organizations (MCOs) Industry coalitions, trade associations, and advocacy groups (e.g., HCAOA, CHAP, state associations, Disability Rights organizations) Accrediting bodies (CHAP, ACHC) Represent the organization in meetings, legislative testimony, comment letters, and public hearings Lead targeted grassroots and grasstops advocacy campaigns that advance the organization's mission and goals 6. Organizational Communication & Leadership: Keep executive leadership and stakeholders informed with regular updates on: Government affairs activities, wins, risks, and opportunities Upcoming legislative sessions, budget cycles, or regulatory reviews Serve as our Organization’s internal subject matter expert on state and federal public policy and regulation regarding all healthcare services offered by the organization.
