Job SummaryThis position works 37.5 hours per week. This position performs technical work within the Assessor’s Office utilizing Geographic Information Systems (GIS), Property Tax, and CAMA software to update and maintain the Assessment Tax Rolls and the Assessor’s Mapping Products. The position allocated to this classification is responsible for reporting to the Segregation and Mapping Supervisor. Positions in this class are distinguishable from GIS positions in the Information Systems Department by their specific emphasis on the Assessor's property control function. Incumbents may provide on-the-job training and assistance to other employees. Requires the ability to prioritize work tasks. Must be able to work well in a collaborative environment. WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Master Contract submitting applications between 10/3/24 and 10/10/24. First consideration will be given to applicants working in the Assessor's office in a position covered by the 1553 Collective Bargaining Agreement (CBA); second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to applicants covered by the Master Contract CBA; fourth consideration will be given to all other applicants.TOTAL COMPENSATION: $59,706 - $83,623 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.Examples of Duties

Researches and facilitates any requests for the division, alteration, or adjustment of real property boundary lines. Research may include, but is not limited to a review of deeds, contracts, mortgage documents, court decisions, plat maps, condominiums plans, recorded surveys, aerial imagery, and right-of-way plans.

Updates the Assessor’s Parcel map using Geographic Information Software. Performs maintenance to the Assessor’s digital spatial data catalog.

Performs segregations, merges, boundary line adjustments, new parcel creation and existing parcel inactivation using the county’s property tax software.

Updates the CAMA software to reflect changes to the assessment rolls.

Maintains point, lot, and block feature classes for mobile homes and ensures they are accurately reflected on the tax roll. Assists in tracking and recording mobile home documents.

Updates assessment records and cadastral maps for all new or vacated streets, alleys, County roads, State highways, and railroad parcels.

Reviews and updates City, County, and State-owned property for assessment status changes.

Maintains and edits GIS data related to the State of Washington Current Use Program.

Assists public, private and government entities in addressing questions or concerns about the Assessor’s Segregation and Mapping Records.

Assists the public at the Assessor’s customer service area with segregation questions and requests relating to the tax rolls. Including ownership and chain of title, legal descriptions, area calculations, cadastral mapping, survey information, and segregation intake.

Reviews, records, and advises on all segregation documents submitted.

Calculates square footage and acreages of new and existing parcels.

Researches and verifies chain-of-title and ownership information.

Reads and interprets legal descriptions from real estate tax affidavits and deeds; and makes decisions as to ownership.

Maintains a daily and annual workflow plan based on duties required at specific times of the year.

Reviews and digitally captures complex road, highway, and railroad plans within Spokane County.

Performs highly detailed work in rebuilding the Assessor’s Parcel Map to GPS control points and Record of Survey data. The process includes extensive document research as well as advanced GIS editing. Requires knowledge of survey rules and techniques as well as geometric mathematical functions.

Assists with a variety of specialized projects when needed.

Performs other related duties as required/assigned.

Minimum Requirements

High School diploma or equivalent.

Two (2) years of experience working with titles, land descriptions, annexations, and other cadastral-based analysis OR an equivalent combination of education and/or experience which provides the required knowledge, skills, and abilities.
