The technology is called Marine Could Brightening.
The present R&D hurdle is to build a small enough machine that can make bright, reflective, non-raining clouds over oceans with low energy costs. We have invented a solution to this problem; we have lined up a boat for testing; and it is time to build a first machine to fit on this boat. We have shop space in Seattle just off the first exit off I-90 coming from across the lake.
The machine will be made of marine grade treated plywood, plastic, stainless steel, and epoxy paint.
No particular craftsman skills are needed, but you must be good at making things with your hands, like a finished carpenter or cabinet maker or machinist, and good at choosing a best solution to small structural design issues not yet addressed in detail.
