The City of Kenmore, WA (pop. 24,000) is recruiting for a Surface Water Capital Projects Manager. This new position reports to the Environmental Services Director and will provide management and support to implement the City of Kenmore's Climate Action Plan projects and initiatives. Summary

We are seeking a Surface Water Project Manager to lead and manage a diverse range of surface water projects, including capital improvements, small works, restoration, and stormwater facility maintenance. This role involves a wide array of responsibilities such as cost tracking and development, contract management, scheduling, right of way acquisition, utility coordination, grant fund management, inspection, and construction management. Our team members are expected to perform a variety of office and field duties, reflecting the dynamic nature of our small, dedicated workforce.

Essential Duties and Responsibilities:

Manage the development and construction of surface water projects, including culvert replacements, stream and wetland restoration, and stormwater facility upgrades.

Coordinate with design consultants, contractors, and service providers, ensuring contract adherence and optimal performance.

Prepare and manage grant funding applications and requirements, ensuring compliance with federal and state regulations.

Oversee all project phases, including planning, design, budgeting, environmental review, and construction.

Develop and maintain project plans, schedules, and budgets, addressing any arising challenges effectively.

Provide cost estimates and forecasts for capital projects, contributing to the City's long-range surface water facility plans.

Facilitate collaboration with various stakeholders, including city departments, consultants, utilities, and the community.

Manage public involvement processes, including attending meetings, resolving public inquiries, and making presentations on capital projects.

Ensure compliance with construction standards, regulatory requirements, and permit obligations.

Qualifications:

Thorough knowledge of project management principles, field inspection techniques, and relevant federal, state, and local regulations.

Proficiency in software tools like Outlook, Word, Excel, and PowerPoint.

Ability to lead comprehensive capital projects, review plans, inspect construction work, and manage multiple complex projects under tight deadlines.

Strong communication skills, capable of leading community outreach efforts and establishing cooperative working relationships.

Bachelor’s degree in construction management, civil engineering, or related discipline.

Eight years of professional experience in project and construction management, preferably in surface water-related projects.

Valid Washington State driver’s license and Certified Erosion Sediment Control Lead (CESCL) certification, or ability to obtain CESCL within six months of employment.

Additional Information:

The work environment includes both indoor and outdoor settings, with exposure to various safety considerations.

Flexible work hours with the option for partial teleworking, though availability for evening and occasional weekend work is required.

The City does not pay into Social Security for Regular full time and part time employees working at least 20 hours per week. Instead, employees pay the Social Security rate of 6.2% into a 401a retirement plan and the City (employer) contributes 5.2% in lieu of Social Security.
