The District Director of Facilities & Operations provides administrative direction and oversight for facilities, maintenance, grounds and custodial operations and works in collaboration with District capital project manager(s). This position actively supports and engages in the College’s mission, core themes, and values of learning, integrity, respect, accountability and sustainability. This position reports to the Vice President for Technology and Infrastructure.

Essential Functions

The District Director of Facilities & Operations will be responsible for the following, but not limited to:

Departmental & Quality Management

Lead, plan, direct, and manage efficient facilities and grounds operations, including maintenance, custodial, grounds, and related support services.

Plan, direct, coordinate, and implement programs for energy conservation, utility management, preventative maintenance, operational inventories, and disaster/resiliency preparedness.

Prepare budget requests and monitor operating and capital budgets to ensure efficient resource allocation within statutory and policy guidelines.

Develop and implement procedures, provide guidance and oversight of work procedures, and propose policy revisions for assigned operating units.

Communicate effectively with a wide variety of audiences on topics related to facilities operations.

Develop, monitor, adjust, and report metrics to support decisions related to facilities operations.

Project Management

Provide direction and coordination for facilities planning and capital development with capital project managers.

Initiate and ensure completion of capital request documentation in compliance with capital development guidelines.

Coordinate planning with internal and external constituent groups.

Represent the District in planning discussions with state, city, and county jurisdictional authorities.

Communicate effectively with a wide variety of audiences on project-related topics.

Leadership, Policies & Procedures, Communications & Relations

Provide management guidance for long-term cyclic requirements; determine deadlines and staffing requirements for special projects.

Initiate and develop reports as required.

Support and encourage professional development.

Serve on various committees throughout the District and State as required.

Foster partnerships with other colleges in Pierce County and/or statewide.

Serve as a liaison with and advise department administrators on facilities rules, policy interpretation, and compliance issues.

Provide guidance, direction, and training to district departments on facilities policy and procedures to enhance effectiveness and customer service.

Develop and maintain District policies and procedures to ensure compliance with State and Federal laws and regulations, as well as community college system policies.

Recommend changes to policies and procedures in the best interest of the district.

Sustainability

Develop, implement, and monitor sustainability initiatives for the district.

Ensure efficient use of utilities and other energy resources.

Monitor and adapt waste disposal and recycling programs to minimize the district’s environmental footprint.

Implement sustainable practices in ongoing maintenance and operations programs.

Team Work

Participate in and serve as backup for other Facilities Department activities.

Complete special projects as assigned by the Vice President for Technology and Infrastructure.

Qualifications

Education Required

Bachelor’s Degree in Facilities Management, Construction Management, Business Administration or closely related field.

Equivalent education, certification or experience may be substituted for the degree.

Experience Required

Five (5) years of progressive experience, which includes supervision, in facilities planning, maintenance and operations.

Experience and success with interpreting and implementing rules, regulations, and codes related to facility development and operations.

Computer literacy; experience using spreadsheets, word processing and other management software.

Experience with maintenance management software such as DirectLine (Megamation).

Experience monitoring or managing department, project or grant budgets.

Special Requirements

Must be able to receive clearance to enter Joint Base Lewis-McChord.

Must be able to travel independently between college campuses and other work locations.

Terms of Employment

This is a full-time administrative - exempt position with Pierce College District. The primary work location will be at Pierce College Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required. This position may be eligible for one (1) day of remote work per week, and may be subject to reassignment between campuses or sites. This position requires regular and consistent attendance.

Salary & Benefits

The salary range for this position is $104,838.00 to $129,710.00 annually. The salary will be determined based on the candidate's qualifications and related experience. New hires usually start at $109,207.00/year, based on Pierce College's Administrative/Exempt Compensation Plan. Your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Physical Work Environment

This position primarily works indoors in an office setting.

In addition, the role requires the ability to perceive and respond to emergency warnings commonly found in industrial construction environments, such as auditory signals (horns, bells, and alarms), visual warning lights, and vibrating indicators. Personal Protective Equipment (PPE) will be used as required.

The responsibilities also include regular visits to various facilities, which may involve navigating different conditions, including climbing stairs and ladders, and moving through construction sites.
