About the role:

The Office of Information Technology-Enterprise Applications is seeking an Enterprise Application Development Manager responsible for the planning, design, development, reporting and operations of enterprise applications for the University of Idaho. This position is responsible for leading a team of Enterprise Developers in a complex and changing environment. This position will work closely with cross-functional business leaders, peers, and technology leadership to ensure the systems are positioned for the growth of the University. This includes analysis, design, development, and testing, ensuring the deployment of reliable, secure, and scalable business-critical applications and platforms. 

The Enterprise Application Development Manager works in a collaborative environment with business and technology owners, product managers and fosters a culture of teamwork and support across the University and within the technology team. 

What you will be doing:

Recruit, develop, retain, mentor and manage staff performance 

Establishing foundational application development practices and procedures including technical standards, software-coding standards, tools, and platforms standards 

Enforce technical governance 

Direct project planning activities, coordinating with OIT units, university departments, vendors and external technology personnel 

Monitor client satisfaction and ensure departmental responsiveness 

Build and lead effective work groups, justifying budget requests for necessary resources 

Clarify job responsibilities and conduct staff development workshops and training 

Other duties as assigned 

Provide Vison and Leadership for the Enterprise Development Team by: 

Recruiting, Developing, Retaining, Mentoring and Managing Performance of staff. 

Ensuring the development team has a clear understanding of their short- and long-term goals and priorities 

Establishing foundational application development practices and procedures including technical standards, software-coding standards, tools, and platforms standards. 

Establishing, continually improving, and leading processes for development, testing, release management, code management, creating and maintaining technical specifications, and other key processes related to software development and integration. 

Enforcing technical governance throughout the entire software development lifecycle, participates as a reviewer and contributor in requirements, design, and code reviews. 

Enforcing adherence to industry accepted standards and techniques to rapidly deploy solutions for optimal performance, compliance with defined specifications, and usability. 

Overseeing testing strategies and enforcing defensive coding practices to ensure applications and member data is secure from threats and vulnerabilities. 

Managing customer satisfaction as well as adhering to service level agreements. 

Provide Product Ownership and Project Management by: 

Ensuring development projects and software deployments meet business requirements and goals, fulfill end-user requirements, and comply with all applicable security, privacy, audit requirements and regulations and delivered with the highest quality. 

Gathering requirements and user stories, prioritizing tasks, monitoring progress, and providing feedback. 

Developing technical design documents, architectural diagrams and process flows by collaborating with peers and team members. 

Performing continuous review of technologies, industry standards and industry-related developments and making recommendations relative to the need for further research and associated changes. 

Delivering projects and initiatives to meet organizational priorities and timelines. 

Manage Key Partner Relationships by: 

Representing organizational IT in meetings related to IT policies and procedures across the institution. 

Creating and promoting a culture of excellent customer service. 

Establishing and maintaining ties with colleagues throughout the institution to ensure optimal collaboration and coordination of effort. 

Maintaining relationships with technology vendors for the department and/or business owners. 

Maintaining relationships with leadership, business owners and end users to better understand their needs and address organizational goals. 

Required experience:

Five (5) years of progressively responsible experience managing projects and/or teams 

Experience prioritizing work and ensuring projects and workloads are completed on time 

Experience collaborating with peers, colleagues, and staff 

Project management and leadership skills 

High school diploma or equivalent 

Preferred experience:

Higher Education technology 

Agile methodologies 

Ellucian Banner ERP systems 

Projects developing user-facing web applications 

Front-end JavaScript based technologies (e.g., React.js) 

Modern API development with web services (e.g., RESTful APIs, MicroServices). 

Understanding the relationships between ERP, CRM, CMS, third-party solutions, relational databases 

Relational and/or Semi-structured databases 

Source Code Control / Versioning tools (e.g., Git). 

Unit-test frameworks, testing automation and CI/CD tools (e.g., Azure DevOps, Selenium, JUnit, GitLab CI/CD)
