Position and Classification:
Education/Disabilities/Mental Health Program Manager, Full-Time – 10 months

Supervises:
GHW: Four (4) Lead Teachers, one (1) Administrative Assistant, and one (1) Custodian.
Purpose:
To provide supervision, program monitoring, and collaboration to ensure program meets Head Start/ ECEAP performance standards in the areas of Education, Disabilities and Mental Health. To serve as the Center Manager for GHW Center, for our Center based systems such as DCYF Licensing, Early Achievers, and NAC Accreditation.
REQUIREMENTS
Education
A BS/BA degree in Early Childhood Education, or a related field with an endorsement in Early Childhood Education.
Experience
1. Must have 3 years of experience in a preschool program.
2. Must have a minimum of one-year experience in a supervisory role.

2. Submit fingerprinting and criminal history background check
3. Pass a pre-employment health screening indicating freedom from communicable diseases.
4. Provide or receive a current first aid / CPR card
5. Valid driver’s license, and proof of automobile insurance as mandated by Washington State Law
6. Physical constraints required include the ability to hear a conversational voice, with or without a hearing aid, the ability to see and read newsprint with or without corrective lenses, to speak and be understood under normal circumstances, to lift and carry children and other items up to fifty pounds and the use of arms, legs and feet without corrective devices to accomplish the job, including evacuation of the building during emergencies
7. Be able to follow and carry out duties and responsibilities as described in the CCCC Policies and Procedures Manual, staff handbook, licensing requirements, performance standards and other written guides and materials.
8. Be able to keep accurate records, documentation, and organize work effectively.
ESSENTIAL FUNCTIONS
Center Manager
1. Ensure GHW classrooms are meeting Washington licensing Standards.
a. Be knowledgeable about Washington licensing standards.
b. Update MERIT to ensure all required staff training is up to date.
2. Oversee NAC Accreditation and Standards.
3. Oversee Early Achievers to ensure the completion of Quality Recognition Cycle components.
Leadership / Supervision
1. Overall supervision, training, and orientation of HS/ECEAP teaching staff
a. Assist, monitor, mentor and evaluate job performance of HS/ECEAP teacher staff
2. Conduct home visit observations of lead teachers and provide written feedback.
3. Oversee and assist HS/ECEAP/EHS teachers in the implementation of recommended curriculum for the program
4. Oversee environments. Order supplies when needed, including books for Home Visits, participation books and classroom books.
5. Ensure education systems, screens and curriculums (Creative Curriculum, Ready Rosie, Second Step) are maintained and ongoing
6. Monitor Professional Development plans for teachers
7. Conduct ongoing classroom observations to provide technical assistance, guidance and feedback, including Active Supervision observations.
Program Operations / Organizational Structure / Policies
1. Assist in Policies and Procedures (write, revise, develop, research).
2. Responsible for writing, revising and implementing program education, training, special service plans and work plans
3. Facilitate any staff, staff and parents’ disputes or disagreements as needed.
4. Ensure records of children, families, and staff are accurately and confidentially kept, as well as other Greyhound Way center documents and records.
5. Assist in planning, implementing and evaluating HS/ECEAP self-assessment, PIR and program goals
6. Responsible for staffing of all classroom teachers; including approval of leave requests, sick leave, TCP approval of lead teachers
7. Interview prospective teachers and substitutes
8. Provide ongoing professional development support for teaching staff
9. Maintain an educational and professional resource library. Ensure all resources are current and appropriate
10. Act as a mentor, liaison, and oversee placement of staff, volunteers, parents and community Partnerships.
11. Lead TLC monthly teacher meeting, when necessary
12. Responsible for ensuring a smooth transition of all kindergarten bound children leaving the program
13. Track and calculate educational in-kind home/family activities
14. Responsible for ongoing collection, analysis and reporting of child outcomes
15. Collaborate with Neill Public Library to provide schedule for visits
16. Fully participate as a member of the leadership team by coordinating and leading monthly Lead meeting, staff meetings, attend weekly classroom team and management team meetings, and meet with the Executive Director and other management team on an as needed basis
17. Advocate for CCCC. Maintain a professional and confidentiality organizational climate for all children, families and staff
Disabilities
1. Responsible for writing, revising and implementing program education, training, special service plans and work plans
2. Support teachers, parents and children in the referral and IEP process. Ensure classroom staff are attending IEP meetings. Ensure parents have been notified of all scheduled meetings
3. Ensure interagency activities and written plans related to special service programs are updated and appropriate
4. Responsible for referring, tracking and overseeing service plans for all children served through an Individual Education Plan (IEP)
5. Maintain tracking system for all children referred for special services and receiving special services
Mental Health
1. Collect parental information, observations and concerns about their child’s mental health
2. Support teachers, parents and children in the mental health referral process. Attend all meetings along with the classroom teacher
3. Promote children’s mental wellness by providing group and individual staff and parent education on mental health issues
4. Design and implement program practices responsive to the identified behavioral mental health concerns of an individual child or group of children
5. Work with Mental Health Consultant to ensure regular visits to our classrooms, trainings, resources are being provided.
6. Utilize other community mental health resources as needed
