Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Ice Harbor Project is a multi-purpose hydropower project, with missions including operation and maintenance of the facility for flood control, hydroelectric power generation with six main generating units, navigation locks, fish facility, recreation and natural resources management. Responsibilities Inspects, installs, repairs, maintains, tests, modifies and adjusts equipment, facilities and structures related to public use, general project operations, water control, and utility systems. Inspects, maintains and repairs structures, equipment and facilities through lubrication, part replacement and system adjustment. Services and performs minor repairs on internal combustion engine and electrical powered equipment. Performs metal fabrication, modification and repair through gas and arc welding, grinding and finishing. Performs irrigation planning, installation, rehab and maintenance system projects. Performs duties such as rehabbing Environmental Stewardship and Recreational based facilities. Performs carpentry repairs, modification or construction of steps, doors, windows, ramps, walls, floors, roofs and storage racks or shelving. Paints a variety of wood and metal surfaces, metal structures and equipment, doors, window frames, walls, floors, ceilings, etc. Makes adjustments to water control and flood control structures. Provides assistance and backup response during flood emergencies. Operate other equipment for which licensed and qualified. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Worker without more than normal supervision. Experience performing the majority of the duties of a Maintenance Worker such as carpentry, repairing irrigation systems, and plumbing repairs. Skilled in operating all associated tools and equipment related to the sub journeyman level skills. Experience operating and maintaining forklifts, backhoes, and tractor-trailers. Performing daily operation checks of this equipment. Physical effort: Exerts heavy physical effort in doing such tasks as frequently lifting and moving objects weighing under 45 pounds unassisted, obtains assistance or uses appropriate equipment or safety devices when lifting and moving heavy objects greater than 45 pounds. Physical dexterity is needed to handle tools and work around machinery or equipment. Working Conditions: Work is generally performed outdoors in all extremes of weather, in and over water, in wildland vegetation, in flood control and building structures. Hazards include heat, cold, dust, insect bites and stings, injurious vegetation, electric shock, drowning, work around machinery and heavy equipment, noise, vibration, falls from ladders and high work surfaces, and toxic chemicals. Work requires heavy lifting, continuous standing, walking, or stooping in all extremes of weather, including under wet and muddy conditions on steep or uneven terrain. Work requires special care to avoid injuries. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
