OverviewGovCIO is currently hiring for a Senior Technical Project Lead to be responsible for planning and coordinating project activities for a large digitization program, ensuring that project objectives are met on time, within budget and to the satisfaction of stakeholders. The Sr. Technical Project Lead must be able to work independently, and may lead a small team, driving a project to completion on schedule. This will be a United States based fully remote position that may require up to 25% travel. Core hours of operation will be Monday to Friday between 8 AM to 5 PM ET.ResponsibilitiesResponsible for managing a broad base of technical employees in design, implementation, and system integration of complex solutions. Effectively completes detailed project plans, schedules, functional flows and specifications, standard operating procedures and quality assurance plans by identifying tasks, deliverables, assignments, controls, and contingency plans. Identifies opportunities for improvement and develops action plans. Accountable for productivity and resource management. Meets quality of service and performance targets in the most cost-effective manner. Must have effective communication skills and exercise professional judgment. Requires a broad base of technical knowledge and demonstrated organizational and leadership skills. May also act as team subject matter expert.

Monitor and report project status and milestone achievements for all phases of a project on a very regular basis and implement remedial actions as appropriate.

Delegates tasks to, organizes, mentors and motivates a team of Information Systems professionals and fosters a culture of continuous improvement.

Manages technology assets and budget, assessing, designing and providing system and technology training.

Ensures programs are aligned with contract objectives and within GovCIO's business goals.

Ensures maximum issue resolution in minimum time in order to meet service level agreements.

Serves as liaison with customers to resolve issues, receive feedback, and maintain positive client satisfaction.

Keeps abreast of industry best practices and trends, as well as new technologies, and then plans and advises during implementation

QualificationsRequired Skills and Experience

12+ years of experience

Bachelor's degree (or commensurate experience)

Strong project management skills such as planning, forecasting, scheduling, risk management, leadership, communications, and time management are critical skills required.

Minimum of 9 years of experience as a Technical IT Project Manager, with a proven track record of successfully managing technical projects from initiation to closure.

Strong communication skills including both verbal and written in a remote environment.

Strong problem-solving, analytical skills, and ability to think outside of the box.

Ability to manage multiple projects simultaneously and prioritize tasks effectively.

Proven ability to lead a group of technical experts.

Preferred Skills and Experience

Experience as a contractor within the federal government, preferably at the IRS.

Some experience with digitization of paper and/or alternate media.

Experience with Microsoft Project, Excel, Teams, SharePoint, and the Microsoft Office Suite.

Certified Scrum Master (CSM) certification or SAFe certification.
