Position Title: Bids and Proposals Associate

Designation: Full-time at 40 hours a week

Fair Labor Standards Act (FLSA) Status: Exempt

Start Date: July 2024 (Open until filled)

Salary: $71,500.00-$75,000.00 annually commensurate with experience.

Who We Are Looking For

Triangle is looking for a Bids and Proposals Coordinator to coordinate a full range of activities that leads to the work we conduct in service to our vision and mission.

This position will work closely with the Facilitation and Public Involvement Team in finding and assessing natural resources and built environment project opportunities, maintaining current information on pre-approved lists, managing resume libraries, shepherding the proposal process, and evaluating the success of our efforts to book new work.

Our ideal candidate is a highly organized and detail-oriented individual with a strong background in bid and proposal coordination. The ideal candidate has strong verbal and written communication skills and has experience in managing multiple priorities and competing deadlines, as well as the ability to work independently, show creativity, and maintain a collaborative mindset while leading proposal development efforts with project teams.

Core Responsibilities

Act as the central administrative contact for all rosters and approved e-procurement lists, including daily and weekly monitoring of emails and websites for relevant RFPs/RFQs and bid opportunities, and coordinate screening and monitoring tasks among team members.

Represent Triangle as the primary point of contact, attending networking events and pre-bid meetings. Lead the review of incoming RFPs/RFQs and other bidding opportunities, synthesizing information and reporting relevant opportunities to staff.

Organize and maintain Triangle's on-call contracts and rosters as well as processes for tracking Triangle's bids and proposals.

Lead proposal development in collaboration with project teams.

Develop, maintain, and enhance bids and proposals processes, templates, and resources.

Create, edit, format, and assist in producing high-quality documents, presentations, proposals, and marketing materials.

Conduct background research, collaborate with and support other Triangle staff in bids and proposals tasks.

Organize and lead regular business development meetings to assess opportunities and objectives, ensuring alignment with company goals.

Ensure company compliance with System for Award Management (SAM) and other federal and state requirements, coordinating as necessary with the HR Manager to provide company information and insurance documents for RFP and proposal submissions.

Oversee the annual review of bid and proposal outcomes in relation to business development goals.

Required Candidate Qualifications

Bachelor’s Degree in related field or equivalent combination of education and facilitation and public policy experience.

3 or more years of experience working on bids and proposals related to public policy issues.

Minimum of 1-year experience in a professional or office setting; providing consultative contributions and/or working closely with leadership.

Strong verbal and written communication in English, including clear and concise writing, formatting, and copyediting skills.

Skilled in coordinating teamwork, delegating tasks, ensuring timely proposal delivery, and managing multiple priorities with attention to detail.

Demonstrated ability to work independently, show creativity, take initiative, and maintain a collaborative mindset and professionalism while adapting to diverse communication styles.

Ability to maintain confidentiality and handle sensitive information with discretion and professionalism.

Desired Candidate Qualifications

Master’s Degree or equivalent experience in a related field.

Understanding of government structures and processes, including federal, tribal, state, and local levels, as well as knowledge of collaborative governance, public policy, and environmental conflict resolution.

Location and Remote Work

This position will be based in or within commuting distance of one of Triangle’s four office locations (Seattle, Bellingham, Wenatchee or Portland). Triangle’s staff uses a hybrid (combined) work-from-home and in-person model. This position will be expected to work in the nearest office or co-working space approximately 1 day per week.

Physical Demands

To successfully perform the essential duties of this position, an individual must be able to sit at a desk or in meetings for 6 to 8 hours a day, and use office equipment, including phones and computer keyboards, for four or more hours per day. Individuals must be able to engage clients over the phone and in-person by voice. This individual must be able to perceive and assess spatial layout and visual elements of proposal materials including font styles and resolution of images.
