Full budgeted pay range is $52,790.40 - $65,977.60 (Step placement upon hire will be evaluated based on the candidate's years of relevant experience)
The staff count in WTA's Hostler crew is being increased due to an internal promotion, workload demands and the complexity of changes in technology and environmental enhancements on the vehicles that the Hostlers service.
Job Summary:
Performs the duties necessary to service and prepare all coaches and transit vehicles for the next day's route assignments and scheduled maintenance. These duties include but are not limited to interior coach cleaning, fueling, adding oil and coolant, washing and completing associated paperwork for all vehicles. Coordinates with Operations and Fleet Maintenance staff. Duties also include occasional facilities maintenance work.
ESSENTIAL JOB FUNCTIONS:
Operates a variety of public transit vehicles as needed to prepare and position the units for revenue service.
Performs a variety of tasks to clean the interior of transit coaches, including cleaning seats, windows and handrails, vacuuming, sweeping, scrubbing and mopping floors, removing graffiti, cleaning and disinfecting bio-spills and other special cleaning needs.
Sets up and operates automatic bus washers. Partially washes coaches by hand. Washes other WTA vehicles by hand.
Refuels coaches, checks and adds fluids including oil, coolant, windshield wash fluid, diesel exhaust fluid (DEF), etc.
Performs maintenance and repairs on bus washers.
Makes daily inspection of coaches to note and address special cleaning needs. May also note damage to the interior or exterior or defective equipment. Writes up defect order for repair of defective equipment and coordinates with maintenance staff.
Picks up articles left on coaches by passengers and gives items and information to Dispatch.
Maintains cleanliness of bus yard and fuel island, including using spill absorbent materials to soak up oil spots. Use hand and power equipment to wash and sweep fuel island and bus yard grounds, etc.
Maintains daily service log, oil consumption records and other associated records. Routes recorded information to their proper destinations.
Removes fare vaults at set intervals and replaces them with empty vaults. Maintains the security of fare vaults and loose fares throughout the fare drop process.
Coordinates with Fleet Maintenance staff and Operations staff on fleet availability for scheduling of maintenance repairs and daily coach assignments.
During winter removes snow and ice from parking lots, driveways, sidewalks, and bus stops.
Works as a team member with other service section personnel, including route and facility maintenance staff.
May maintain and repair a variety of facility systems including plumbing, bus washers, door openers, etc.
Follows safety policies, procedures and guidelines. Maintains a safe, clean and orderly work area.
Responsible for the proper labeling of all containers of paints and chemical products used.
ADDITIONAL JOB FUNCTIONS:
Performs minor overhead door maintenance and repair.
May remove and install vehicle graphics, signage and notices on coaches and vehicles.
Cleans and disinfects bio-spills at shelters and WTA facilities as needed.
Assists in the training of other Hostlers, other members of the service section and temporary employees in the section.
Participates in facilities maintenance and improvement projects as assigned.
Receives on-going organization training on issues related to the position (e.g., CPR / First Aid, Passenger Relations, etc.)
Performs other related duties as assigned.
QUALIFICATIONS:
Knowledge of:
Methods, tools and equipment used in custodial maintenance or similar work.
Methods, materials and tools related to the cleaning and servicing (oil, coolant, diesel exhaust fluid, and windshield wash fluid checks) of vehicles.
Procedures for safely fueling vehicles.
Ability to:
Safely operate transit vehicles in darkness and all weather conditions.
Maneuver transit vehicles in tight and restricted spaces.
Follow safe work practices.
Operate fuel station cardlock and keypad systems.
Read and understand procedural manuals and a variety of work-related documents.
Read and understand Safety Data Sheets and chemical product labels.
Perform basic arithmetic operations such as addition, subtraction, multiplication and division.
Follow oral and written instructions.
Write legibly on forms and other documents.
Utilize computer equipment to input vehicle assignments and complete other basic computer functions.
Work effectively with employees at all levels of the organization, outside agencies, and with the general public.
Use a variety of hand and power tools, and operate light equipment.
Work a variety of shifts to include evenings, nights and weekends.
Normal schedule allows two consecutive days off per week.
Manage time, priorities and work in pressure situations with multiple deadlines.
EDUCATION AND EXPERIENCE:
High school diploma or equivalent
One year of experience cleaning equipment or surfaces as a regular job duty, preferred.
Five years of licensed driving experience.
LICENSE OR CERTIFICATES:
Acceptable driving record, as verified by submitting a five-year driving abstract with the Employment Application.
At time of Employment Application: possession of a valid motor vehicle operator's license from the applicant's state of residence.
First day of employment: possession of a Washington State Instructional Permit for a Class "B" (or "A") Commercial Driver's License OR possession of a Class "B" (or "A") Commercial Driver's License (CDL) with Air Brake Endorsement and Passenger Endorsement from the State of Washington.
Within sixteen weeks of hire: possession of a Class "B" (or "A") Commercial Driver's License (CDL) with Air Brake Endorsement and Passenger Endorsement from the State of Washington.
Employee must maintain a valid CDL with endorsements during length of employment.
WORKING CONDITIONS, TOOLS AND EQUIPMENT:
Duties performed are primarily outside in surrounding compound or in bus yards with exposure to all weather types and conditions. Types of tools typically used include brooms, mops, ladders, pressure washing equipment, hand and power tools. Seasonal use of snow removal tools, products and equipment. Employees performing Hostler work drive transit coaches typically on WTA property at the bus yard and sometimes on public streets.
MEDICAL PROTOCOL:
Comply with CDL Core Exam and comply with the minimum requirements of Section 391.41 of the CDL Physical Standards.
SPECIAL REQUIREMENTS:
All offers of employment are contingent upon a physical exam to obtain CDL licensing and the successful completion of a pre-employment drug screen. A background check is also conducted to include criminal records and driver's record. Participation in the WTA's Drug and Alcohol Abuse Prevention Program, including random drug and alcohol testing, is a condition of hire and a requirement of continued employment. This position is classified as safety sensitive and is subject to random drug and alcohol testing.
