COMPENSATION: 2025 Rates
Full budgeted annual pay range is $87,600 - $117,480 (Step placement upon hire will be evaluated based on the candidate's years of relevant experience)
WTA is hiring an IT Applications Administrator to focus on supporting our financial and employee management systems. An ideal candidate will enjoy helping our customers and users get the most from these applications, be experienced working with vendors to support these applications and seeks a dynamic and fun workplace.
Job Summary:
This position performs internal customer consulting, user support and application administration. This position is responsible for multiple information technology systems and subsystems and includes performing systems analysis, limited application development, testing, and application interface programming. Designs and maintains databases.
ESSENTIAL JOB FUNCTIONS:
1. Enterprise Application Administration: Administers enterprise applications, including design, installation, maintenance, upgrades,
monitoring, security, and optimization. Implements applications including selection, procurement, project management and
installation.
2. Database Administration: Performs database administration, including structured query language (SQL) programming, database
design and backup management.
3. Data Management: Creates and maintains custom reports and performs data analytics.
4. Software Programming: Programs basic software to support application integration, business and enhancements, and automation.
5. Hardware: Implements and administers hardware centric systems such as Intelligent Transit Systems (ITS).
6. Procurement: Administers services contracts, service level agreements, and software license & maintenance contracts. Coordinates
with vendors for procurement and support.
7. Fiscal Management: Solicits quotes for maintenance and submits budget requests for area of responsibility. Manage expenses to
approved budget.
8. Documentation: Creates technical and user documentation.
9. Training: Develops and delivers IT-related training to end-users.
10. Help Desk: Identifies customer needs, explains services clearly and promptly. Responds to requests, questions, complaints, and
operational problems.
ADDITIONAL JOB FUNCTIONS:
1. Participates in agency wide technology planning and implementation.
2. Provides back-up support for IT staff to ensure continuity of services and support across systems and applications.
3. Participates in ongoing organization training on issues related to the position and organization.

WORKING CONDITIONS, TOOLS, AND EQUIPMENT:
Duties are performed primarily in an office environment, but also require traveling between agency headquarters and transit stations, on routes and to various other locations. Travel is generally within Whatcom County, with occasional trips to regional and national meetings and training courses. Typical office equipment used to accomplish job tasks: computer, cell phone, printer, photocopier/scanner, calculator, and telephone.
Education and Experience:
· Education: Bachelor's Degree in information technology or job-related field of study from an accredited four-year college or
university, required.
· Experience: At least four (4) years of experience in database administration, application administration or application development,
required.
Other combinations of education and experience which would provide the applicant with the desired qualifications required to perform the job may be considered.
License or Certificates:
· Valid Washington State driver's license at time of hire in order to operate WTA vehicles.
PHYSICAL REQUIREMENTS:
· Prolonged periods of sitting at a desk and working on a computer.
· Must be able to lift 40 pounds at times.
· Must be able to access and navigate each division at the organization's facilities.
SPECIAL REQUIREMENTS:
· Participation in the WTA's Drug and Alcohol Abuse Prevention Program is a requirement of employment which includes
reasonable suspicion drug and alcohol testing.
· Must pass a driving record check.
· Must pass a comprehensive background check.
· Must pass a credit history check.
