Overview Technical Data Stewards are responsible for technical data management and coordination for Business Area data. Technical Data Stewards help ensure that the data is properly defined and used throughout the Business Area. Provide technical advisory and support to data stewards and business stakeholders in the execution of data governance activities.Responsibilities
Empowered to make technical data decisions on behalf of the Business Data Owner (inform DO)
Partner with business data stewards to ensure business goals and drivers are supported
Ensure all data governance workstreams are implemented for their Business Area (Program management; Policies, Standards, and Procedures; Metadata Management; Data Quality; Data Lifecycle Management) to ensure a streamlined data governance model is in place
Build, manage, and curate a data catalog with metadata to enable the business to discover data assets
Partner with the Business Data Stewards to ensure definitions, business rules and standards are defined and adhered to
Partner with stakeholders to implement information security standards and controls (e.g., encryption, RBAC)
Help review materials created by stewards or the governance office to confirm their technical validity
Support the implementation of master data management and workflow solutions, define and maintain match rules, and establish "golden records" for their business area
Work with Business Data Steward to resolve issues and deploy data solutions
Serve as conduit with technical support team
Enforce technical data standards and monitor compliance
Drive root cause analysis on data quality issues identified and escalated from lines of business and IT. Lead the design and development of data audits and tools for the business data stewards. Train them in use of tools
Provide the technical expertise around source systems, extract, transform, and load (ETL) processes, data stores, data warehouses, and Business intelligence tools
Ensure technical data governance controls are effective
Ensure that data decisions are communicated, and technology groups understand impacts of the decisions
Responsible for capturing and maintaining data lineage (technical metadata attributes)
Support execution of Enterprise Data Governance policies, standards, and procedures through technology
Assist in identifying where business data elements are physically implemented in a system
Serve as an active member of data governance engagement and forums and provide expertise as needed for their business area
Drive compliance with established standards and metrics across the business area
Direct users to Change Management and Training resources when needed
Identify, plan, and coordinate mass data-cleansing/quality initiatives to streamline data
Qualifications
Experience in data cataloging, metadata collection, business glossary, data lineage, master data management, metadata quality monitoring
Experience developing or implementing data governance capabilities in either a local area or across an organization
Working knowledge of data governance industry best practices
Ability to understand and design platform rollouts for metadata management operationalization
Experience in building data integration processes across common platforms (e.g., Service Now, Pega, SharePoint Online, Microsoft Purview, PowerBI, Salesforce, etc.)
Advanced knowledge of standard ETL tools and techniques
Advanced knowledge of the process in sourcing raw data and cleansing techniques
Advanced knowledge of data warehousing, data cleaning, and other analytical techniques required for data usage
Ability to convey complex Data Management concepts in business-friendly terms to non-technical stakeholders
Understanding of data governance and metadata management principles such as Lineage, Business Glossary, Data Dictionary, etc.
Experience with large/ corporate-wide initiatives surrounding Taxonomy, Ontology, and Governance
Advanced experience in design, development, and monitoring of complex databases including relational databases, schemas, data structure, and the use of SQL and API concepts
Experience working with both structured and unstructured data paradigms
Experience troubleshooting data quality issues, analyzing data requirements, and utilizing big data systems
Experience using the Agile methodology
Desired Qualifications
Supporting the development, documentation, and implementation of processes to ensure accurate and consistent data across multiple systems
Advanced knowledge of Oracle Cloud HCM data structures
Experience with Oracle Cloud products, including Oracle Analytics Cloud (OAC), Fusion Analytics Warehouse (FAW), Oracle Autonomous Data Warehouse (ADW), Oracle Data Integrator (ODI), OCI Data Catalog
Ability to multi-task and keep multiple concurrent projects moving towards completion
Expert knowledge of banking/financial industry trends, products, and services
Expert knowledge of Navy Federal products, services, programs, policies, and procedures
Subject matter expert in developing or implementing data governance capabilities in either a local area or across an organization
Advanced understanding of data governance industry best practices
Relevant professional certifications
Strong analytical skills in analyzing data movement between systems and transformation logics; high aptitude in understanding system capabilities
Excellent presentation and interpersonal skills
Bachelor's degree in Computer Science, Information Technology, or related field, or the equivalent combination of education, training, and experience
