If not, please do not submit. The client requires a security focused Network Engineer to support the Hampton Roads Transportation Operations Center. The client has designed, developed, and implemented a Traffic Operations Center (TOC) in Hampton Roads to manage traffic. The TOC relies on a number of field devices to carry out its mission. These devices include but are not limited to: permanent dynamic message signs (DMS), portable DMS, closed circuit television cameras (CCTV), traffic monitoring sensors and fog detection systems. These devices are integrated with an Advanced Transportation Management System (ATMS) which is the primary application used by the TOC to manage incidents that affect traffic. Because TOC staff rely heavily on the ATMS in carrying out their mission, it is imperative that the ATMS network is properly supported and maintained. Therefore, the client is issuing this solicitation to obtain the services of an on-site Network Engineer at the TOC to ensure the reliable and efficient operation of the ATMS network. The development of the existing network included the preparation of documentation related to the design and operation of the network. The Network Engineer shall review existing documentation and assess the completeness and accuracy of the documentation relative to the actual operating environment and update as necessary. The Network Engineer shall closely coordinate TOC network activities with Eastern Regional Transportation Operations, Information Technology Division and the Operations Division as necessary. This will require coordination with both District and Central Office personnel. Activities may include attendance at IT staff meetings and/or planning meetings. Any Network Engineer on-site at the TOC will have full access to and significant privileges on the client's systems. Therefore, the Network Engineer and all other contract staff are subject to a finger print criminal history background check prior to commencing duties at the TOC. System and network security must be maintained. At any time, the client reserves the right to immediately discontinue use of the current Network Engineer should the client deem their actions to be disruptive to the operation or in violation of the client's policies and procedures. The responsibilities of the Network Engineer will include maintenance of all current network hardware and software at the TOC as well as new hardware and software that will be installed in the future. These services will be primarily for central control room hardware, communications infrastructure and software. Field equipment maintenance is primarily performed by other personnel. However, the Network Engineer will be expected to provide support for the field equipment installation, maintenance and troubleshooting as necessary. This position will also be required to perform some system administration related duties. Such typical duties expected of the Network Engineer shall include, at a minimum, the following: Monitor network performance/utilization Add / delete system users Change user privileges Provide full system backups and restoration, if necessary Manage network security policies and procedures Participate in Configuration Change Board (CCB) meetings Manage network configuration Archive data as directed Develop reports Implement bug fixes, patches and upgrades Support the addition of field devices to the system Manage maintenance support agreements Provide other network related technical support as directed by the Regional Transportation Operations Manager (RTOM) or designee. Listed below are examples of long-term/planning duties the Network Engineer is expected to perform: Hardware and software upgrades of network components. Network performance planning Network Capacity planning Component warranty monitoring Hardware lifecycle management Software version management Communications planning (local and wide area) Over time, additional field equipment will be added to the TOC. The Network Engineer will be responsible for supporting the testing, configuration management, and troubleshooting associated with the integration of the new equipment with the TOC central software. Work in the System Integration area may include writing specifications, preparing drawings, providing procurement support, and installing and configuring equipment. Specific duties related to procurement support include: Support in determining equipment specifications, selection of equipment, and selection of models. Support in determining if vendor recommendations of equipment meet requirements. Assisting in commercial-off-the-shelf procurement decisions. Review of vendor proposals/bids/submittals as required. Specific duties related to equipment installation and configuration include: Unpack new hardware and inspect it for any signs of damage. The Network Engineer will record in the configuration management database the make, model, and serial numbers of each individual piece of equipment. Install the equipment in its intended location. The network hardware will be rack mounted. The Network Engineer will verify all connections to and from the equipment including power and communications connections. Setup and configure each piece of equipment. This may include the installation of an operating system or other COTS software. It may also include the setting of configuration parameters, such as IP routing parameters in the network switch. The Network Engineer will record any setup parameters used in configuring the equipment. Test the system configuration to verify that each piece of equipment is connected and configured as specified. Cyber Security is a rapidly increasing area of focus for the client. The Network Engineer will be expected to be current with emerging security trends, issues and alerts. Other expectations include: Ability to communicate known security risks and solutions to leadership in order to mitigate risks to business and technology partners as needed. Ability to identify, document, and recommend new or revised security processes, policies, and SOPs. Participate in knowledge sharing with other security engineers and partners. Interface with technical personnel from various disciplines to rapidly resolve critical security issues. Required Skills:

  • Network Engineering/Design (Experience with Cisco Products - CCNP or equivalent preferred) (10 years)
  • Network Administration (Experience with Cisco Products - CCNA or equivalent preferred) (10 years)
  • Experience working with network monitoring applications. (Solarwinds, Nagios, etc.) (19 years)
  • Experience performing network data capture and analysis with tools such as Wireshark, etc. (10 years)
  • Ability to effectively troubleshoot complex network issues (10 years)
  • Ability to produce accurate technical documentation to include network topology maps, implementation plans, migration plans, etc. (10 years)
  • MS Windows Server admin and support (5 years)
  • Experience with VMWare/Vsphere (5 years)
  • Experience with Intelligent Traffic System field device integration/trouble (5 years)
  • Experience with Active Directory Administration (5 years)
  • Experience with Network Security Applications (5 years)
Preferred Skills:
  • Experience with Video Management Systems (5 years)
