Oversees and leads theHuman Servicesfinancial managementservices(FMS)for distribution of fundsand banking relationshipsto ensure seamless processing ofpaymentprogramsand associated management of issues related topaymentsdistributionand invoicing.Payments support a broad range of human services programs and goals, such as service paymentsand quality improvement grantsfor aging,disabilityand early childhood programsand workforce.

Provides strategic leadership related tonew technologyand advancements for paying and providing FMS servicesto variouspayment andgrant management projects.

Design and execute auditing and monitoring plans tailored to the fiscal and compliance requirements of eachpayment distributionprogram.

Workswith corporate financetoensurethat policies and procedures (internal controls) are in place to provide reasonable assurance that the company assets are protected.

Coordinateswith PCG corporate tooversee the System and Organization Controls (SOC) activitiesrelativeto internal controls documentation and testing and segregation of duties over financial reportingwith FMS products.

Ensuresthat the systemenvironment(s)continue tooperateasrequired. Involved in validating/designing changes to ensurerequirements continue to be metfor the departments within the scope of responsibility.

Accountable forensuringBusiness Continuity plansarerelevantand actionablefor areas of responsibility.

Creates an environment ofcontinuous improvement.

Workswith Corporate Finance toassistwithbank account setupand administration including account access and userrights

Supportstreasury/accountinganalysts in managing day to day bankingfunctions

Worksin conjunction with Corporate Finance tomanage FMS and Banking transactionsforpaymentdistributionprojects

Leadsa team of Analysts and Sr. Analysts who act as fiscal leads on all projects with a finance scope/component, managing detailedcapacitytracker to strategically plan level of effort across projects overtime

Leadsanalysts to act as accounting and finance subject matter experts, owning Quality Assurance processes and procedures to ensure integrity of data.

Workscross-practice area to apply finance and accounting strategies and controls to various projects, including but not limited to cost and rate studies,early intervention billing operations,financialprojection projects, and market rate analyses.

Providesstrategic leadership on developing new lines of business such as finance and accounting process restructuring for state and local agencies.

Qualifications

Ability to effectively prioritize and manage multiple activity streams.

Ability to work effectively with all levels of management, communicating effectively and continuously with members of themanagement and project leadership teams.

Ability to lead process improvement / efficiency initiatives.

Excellent organizational skills,verbaland written communication skills.

Leadership skills.

Proficiencyin Microsoft applications, especially Excel

Required Education:

Masters in Accounting, Finance,Business Administrationpreferred; Bachelorsrequired.

Required Experience:

10+ years in Finance. Management/seniorleadershipexperiencerequired;experience inpublic sector financepreferred;clientfacingsalessupport preferred.

Certification:

Certified Public Accountant (CPA)preferred

Supervisory Responsibilites:

Managerofapproximately 3-5direct reports

As required by applicable law, PCG provides the following reasonable range of compensation for this role: $110,000-$130,000 and a potential discretionary bonus of up to 10%.
