DescriptionICF is seeking a practicing Business Analyst, who is technical in nature and approach, to guide a software development team using Agile framework, specifically scrum, to deliver digital transformation for substance use prevention.You are a critical thinker and enjoy supporting developers, customers, and end users in transforming digital workspaces into user friendly and purpose driven tools. You understand and can apply aspects of agile and scrum frameworks, as necessary, to aid in the success of projects and teams. You are curious about the technological solution and enjoy piecing the big picture together. You are comfortable owning an effort but just as comfortable taking on tasks that help the team make progress toward its goal. You are proactive, collaborative, cross-functional, and can work independently. You are an effective communicator across various modes (in-person, phone, video conferencing) and can represent the voice of the business.What you’ll be doing :
Aid in the requirements elicitation and documentation to support continued deployment of enhanced functionality of a Drupal-based content management in the cloud
Work with security SMEs, developers and cloud engineers with documentation and collection of material to support the system’s Authority to Operate (ATO).
Maintain backlog and collaboratively identify user stories/tasks
Liaise with project stakeholders across multiple federal agencies and offices to gather and define, refine, and document business requirements and specifications
Assist testing lead in executing testing cases/plans ahead of deployments and participate in regression testing the system
Assist the self-organizing, self-managing team in achieving its goals
Develop or refine existing processes to enhance quality and team productivity
Documentationcreation, improvement, andmaintenance, including requirements documentation, release planning documentation, and decisions analysis and resolution plans within Confluence.
Utilize tools to define team metrics for successes and areas for improvement
Facilitate agile ceremoniesto include standup, backlog grooming, demo, planning, and retrospective
Help the team maintain a tie to the overarching goals while executing on specific work
Identify and remove impediments and coach the team on removing impediments
W hat you must have ? (Basic Qualifications – must be measurable /quantifiable - These are the “Must Haves” )
Bachelor’s Degree in a relevant field
5+ years of technical project management, Business Analyst, Scrum Master experience
5+ years with legacy modernization projects
5+ years using Atlassian Tool Suite, including Jira and Confluence
3+ years doing full software development lifecycle (SDLC)
Must be able to obtain Public Trust
Due to Government contract requirement, candidate must be a US Citizenship
What we 'd like you to hav e: (Preferred Qualifications – can be undefined, these are the “nice to haves”)
Certified Scrum Master (CSM) or Certified Scrum Product Owner
Experience delivering software projects for Federal agencies
Ability to work with minimal supervision in very dynamic and timeline sensitive work
Ability to understand technical issues at a high-level
Must possess strong analytical, organizational and product management skills
Familiarity with complex data systems
Experience with diverse teams and stakeholders
Prior experience in another role on an IT development team
Familiarity with drupal or other content management systems
Basic understanding of DevOps and cloud-based practices
