OverviewThis position is contingent upon award of contractSOSi is seeking a US-based Task Order Manager to lead a large Base Operations Support (BOS) program providing logistics and life support services to our U.S. government customer in Iraq. The ideal candidate will have experience leading other large BOS and life support programs in contingency environments.The Task Order Manager shall have the authority to commit the Contractor’s financial resources, and act as the single point of contact with the USG, as required to meet the overall requirements of the task order. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.Essential Job Duties

Responsible for cost, schedule, and technical performance on the contract.

Lead development of strategic direction on the program and flow that to direct reports.

Manage the CONUS-based coordination and support cell – ensure availability of resources to the in-country team; oversee Supply Chain, HR, Safety, and Training programs; collect and track metrics to ensure compliance with established goals; track trends and adjust activities, as necessary.

Coordinate program support activities between in-country team and US-based functional support groups.

Lead teams in development of program budgets, ECPs, and related efforts.

Primary interface with DOS program & contracts personnel in the US.

Meet with all stakeholders to review program status and future goals.

Primary interface with operational lead(s) of subcontractor(s).

Lead subcontractor mentoring program and performance assessment.

Work with the marketing team to continually improve communication and deliver positive messaging.

Travel to worksite in Iraq, as necessary.

Other duties as assigned.

Minimum Requirements

Active in scope Secret clearance.

A bachelor’s degree in engineering

Five (5) years as Program Manager, at least three (3) of which were spent managing a ≥$100M per year USG contract focused on facilities operations & maintenance and life support.

Ten (10) years in senior management roles with the US Government and/or contractor to the US Government.

Two (2) years working in a contingency environment.

Fluent English proficiency required.

Excellent analytical, organizational, problem solving and time management skills.

Excellent verbal and written communication skills to direct employees, prepare reports for upper management and facilitate/disseminate information.

Satisfactory English proficiency to meet job requirements.

Preferred Qualifications

Master’s degree in program management or related field.

Certified Project Management Professional (PMP) is desired.

Previous work with the Department of State

Experience working as a U.S. government contractor.

Cross-cultural awareness with an international perspective.

Previous international experience and previous work experience in harsh environmental conditions.

Work Environment

Living and working conditions at the assignment location could be remote and uncomfortable.

Long hours, exposure to weather and hazardous conditions.

Personnel should be aware of moving on short notice and under adverse conditions.
