Sr. Subcontracts Administrator

OverviewSOSi is seeking a Mid-Sr. Subcontracts Administrator to work at our corporate office in Reston, VA. In this role, the Subcontract Administrator will assist in cradle to grave support of all Subcontract related activities across SOSi’s US Government, International and Commercial business activities.Essential Job Duties

Drafting, negotiating and administering all subcontract / vendor related agreements (NDAs, Teaming Agreements, Subcontract Agreements, POs, etc and related modifications / change orders.

Creating solicitations, supporting proposals, conducting price analysis, negotiating pricing, terms and other agreement provisions.

Developing and administering purchase orders and other agreements of moderate to high dollar value, risk, and complexity, consistent with client requirements and procurement policies/procedures.

Document all file requirements to be consistent with the SOSI Purchasing Systems

Support peer review file audits

Participating in multifunctional teams to discuss subcontracting requirements and answer any questions concerning agreement and/or purchase order awards that will facilitate the completion of all required backup documents to initiate and execute a subcontract.

Ensuring file compliance based on Purchasing System

Supporting SOSi’s commitment to increase small business participation.

Maintaining information in databases including the Costpoint financial system.

Minimum Requirements

Bachelor's degree (or equivalent experience)

Minimum of (6) years of subcontract administration / acquisition experience in support of U.S. government programs subject to CPSR audits

Experience in developing solicitations, qualifying and selecting subcontractors (including performance of price analysis.)

Ability to negotiate subcontract / vendor terms and conditions to protect SOSi’s interest and ensure compliance with SOSi’s purchasing system.

Familiarity with U.S. Government contracting and subcontract types: Working knowledge of standard concepts, rules, regulations, and practices relating to U.S. Government contracting, including FAR, DFARS, Contractor Purchasing System review (CPSR) requirements, Procurement Integrity, the Foreign Corrupt Practices Act, import/export regulations, and domestic and international shipping requirements.

Knowledge of supply chain processes from requirements generation through closeout.

Excellent analytical, interpersonal, and oral and written communications skills.

Ability to multi-task, adapt to shifting priorities, and critical thinking to solve subcontract / vendor related challenges.

Capable working independently or as part of a team.

Preferred Qualifications

Proficient in Deltek Costpoint.

Experience with direct international purchases and deliveries of complex or technical supplies or services to high-risk countries.

Knowledge of U.S. Customs Regulations such as Export Administrative Regulations (EAR), International Traffic in Arms Regulations (ITAR).

Work Environment

Working conditions as normal for an office environment with 3 days in the office with 2 days optional remote work.
