DescriptionThe Leidos Health Sector Portfolio is seeking a Solution Architect to support a state Medicaid program that will assist the State in modernizing Medicaid Enterprise System (MES) architecture with a modular System Integration Platform (SIP) that provides flexible system integration services. The ideal candidate must be a strong technical leader with experience working in Medicaid Systems Enterprise (MES) environment, understanding of cloud service providers and solution architectures, energetic and self-motivated, able to guide and mentor technical professionals, and with a value-driven and customer-centric mindset.Telecommuting role, candidate must currently reside in the USA. Initial 6 months includes travel to North Dakota.Primary Responsibilities:

Developing and guiding architects and analysts to implement architecture roadmaps, designs, implementation plans, cloud hosting, and continual improvement of a System Integration Platform.

Lead and guide Integration Analysts with performing gap analysis of COTS functionality and SIP requirements including Enterprise Service Bus (ESB), Identity and Access Management (IAM), Portals, Managed File Transfer (MFT), and system health dashboards.

Lead and guide Integration Analysts with developing interface requirements to provide the services to integrate current and future MedicaidEnterprise System (MES) modules.

Conducting architecture assessments, planning, modernization, maintenance, and migration activities to ensure compliance with SIP and integration services requirements.

Perform efficient hiring and onboarding of integration architect, analyst, and training roles.

Interacting with customer stakeholders and MES stakeholders to capture integration and interface requirements.

Prepare requirements and architectural reporting materials to include customer status reviews, and other formal review material to the project manager on a regularly scheduled basis.

Work with the Implementation Manager and DevSecOps Lead to implement the necessary development and testing environments, development tools, and configuration management.

Working closely with Development, Testing, Operations teams, to solve complex technical problems related to Enterprise Services Bus implementation, integration services, Single Sign-On, Enterprise Portals, and Dashboards.

Collaborate with the Security Manager to ensureFederal security standards are built into designs and adhered to as part of the implementation and security standards compliance.

Collaborate with Development and Operations team to create overall System Documentation including disaster recovery business continuity plan, service catalog design, integration guides, interface control documents, and a turnover plan.

Providing technical leadership and architecture guidance to maintenance and operations teams.

Provide technical process and cloud architecture improvement recommendations for standardizing and optimizing system and infrastructure design and architectures.

Required Qualifications:

Bachelor’s degree in computer science, IT, or a related fieldwith15 years of experience or Master’s degree with 10 years of experience, of which 4+ years of recent experience with Azure Cloud services and solution architect role, additional years of experience will be acceptable in lieu of a degree.

Familiarity with Azure services such asVirtual Machines, Kubernetes containers, DevOps, Monitor, SQL/PostreSQL Databases, and an overall understanding of Azure cloud management

Experience with cloud security services and security controls implementation to ensure compliance with Health Insurance Portability and Accountability Act (HIPAA) and National Institute of Standards and Technology (NIST)

Experience with SIP design and implementation using micro-services architectures and Enterprise-level API strategies using HL7® Fast Healthcare Interoperability Resources (FHIR®) and SMART® on FHIR® standards.

10+ years of experience with developing applications, operating systems, hardware and software, and system architectures in aMedicaid enterprise setting

7+ years of experience with developing specifications for integration systems (ESB, API gateways, messaging systems) including functional requirements, technical considerations, business processes, and end users.

Experience withMedicaid Management Information System implementations and or MES modernization projects.

Experience and SME level understanding of architectural designs and standards for ensuring the performance, availability, and security of cloud infrastructure systems in a state environment.

Experience in change control procedures, testing changes in non-production environments, developing back-out plans and monitoring infrastructure systems for possible performance, security, application, and system issues.

Experienced in efficiently/effectively communicating and following up in a positive and meaningful manner with stakeholders on problem/project status, proper procedures for system evaluations, current task/project priorities and alternatives to requests for services that do not meet standards.

Strong critical thinking with good judgment and constructive creative concept development.

Demonstrates the ability to proactively identify and implement successful preventive measures, as evidenced by minimal issues associated with assigned systems and implementations.

Facilitates and reviews the definition and implementation of standards, methodologies and best practices that guide the design of technology solutions such as architecting and implementing solutions requiring integration of multiple platforms, operating systems, and applications across the enterprise.

Preferred Qualifications:

Certified Azure Solutions Architect

Knowledge of InterSystems IRIS for Health

Experience supporting NIST / MARS-E audits

Experience implementing HL7® FHIR® APIs
