Summary About the Position: Serve as the Strategic Exercise Planner for the Department of Defense (DoD) Civilian Harm Mitigation and Response (CHMR), Civilian Protection Center of Excellence (CP CoE), Headquarters, Department of the Army (HQDA), Office Deputy Chief of Staff (ODCS), G-3/5/7. Responsibilities Serve as the CP CoE advisor on integrating warfighting functions and civilian harm mitigation and response (CHMR) considerations into joint and service-level operational planning processes and exercises. Assist combatant commands and services in exercising CHMR. Serve on mobile training teams as an exercise/operational/contingency planner within the CP CoE. Support joint planning teams (JPTs), operational planning teams (OPTs), and exercise design teams. Advise 2-star and higher GOs/FOs and staffs on integrating CHMR into operational planning. Coordinate CP CoE exercise support and participation. Work closely with CHMR Officers assigned to operational commands to support their planning and training efforts to mitigate and respond to civilian harm. Specialized Experience GS 14: One year of specialized experience which includes developing operational plans and assessing the effectiveness of planning and exercise staffs; supporting operational planning teams and exercise design teams; reviewing project performance to identify opportunities for improvement; providing guidance for justifying or settling matters involving significant or controversial policy issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Organizational Awareness Planning and Evaluating Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
