Summary About the Position: Serves as a Program Manager with the Deputy Assistant Secretary of the Army (Installations, Housing and Partnerships) (DASA(IHP)) located at the Pentagon, Arlington, Virginia. A relocation incentive may be authorized subject to provisions of the Joint Travel Regulations. Responsibilities Work closely with the DASA(IHP) and other principal staff at Headquarters and installations in assessing program goals, mission, priorities, resources, staffing, and workload requirements. Program management responsibilities involve substantial technical effort by functional elements including planning, financing, engineering, construction, operations, and environment. Provide leadership in establishing/maintaining management processes and a work environment conducive to effective integration of technical functions of planning, construction, contracting, operations, and resource management with program management. Develop coordinated positions with stakeholders and makes program execution decisions that affect long range courses of action of critical importance. Conduct program reviews and elevates key issues to the Chief of Housing and DASA(IHP) for resolution. Specialized Experience: One year of specialized experience which includes providing technical advice/assistance regarding unaccompanied and/or family housing program initiatives; assisting with developing plans regarding enterprise-wide housing programs; briefing stakeholders on project status and significant developments; and writing policy to keep leadership informed on recommendations for changes to housing operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes Information Project Management Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
