Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Responsibilities Assist in governing a broad range of quality-of-life programs and services addressing the needs and challenges of service members and their families. Develop policies, and strategies supporting implementation and administration of the budget. Track, analyze, and advise leaders on resource execution. Apply policies, procedures and legislation to develop program goals, objectives, and performance measures in support of service members and their families. Establish and nurture relationships with Comptroller and other OSD/DoD resource stakeholders with vested interests in improving quality of life for service members and their families. Perform full range of budget execution and funds control functions in alignment with the Department of Defense Financial Management Regulation and other established regulations and policies. Monitor execution and perform Quarterly Dormant Account Review. Reconcile Un-Liquidated Obligations. Present and defend proposed and existing quality of life program and budget efforts. Specialized Experience: One year of specialized experience which includes conducting quality of life (QoL) and family readiness program analysis, applying policies, procedures and/or legislation to develop program objectives, developing budgets for service member and family support programs/services, administrating a budget, such as, formulation, presentation, and execution procedures, and developing policies supporting administration of the budget, contracts and/or strategic plans.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Influencing/Negotiating Manages and Organizes Information Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). A writing sample may be required by management within the interview process. Education Additional Information Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
