Description More About the Role:Leidos is seeking a Network Operations Director Manager for the Navy Marine Corps Intranet (NMCI) Division under the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of NMCI, including cybersecurity services, network and datacenter operations, service desk, deskside support and data transport.NMCI spans the entire Continental US and delivers services through five Major Tier One datacenters and a multitude of distribution nodes of varying size. This support provides NIPR and SIPR services to over 600 thousand users including Navy and Joint leadership of General and Flag Officers responsibilities. NMCI is a 24x7x365 operation with two combined Network Operations and Security Operations centers.The successful candidate will report NMCI Division Manager. He/She will lead a team of teams to operate and sustain the NMCI network and drive execution through achievement of contract requirements, KPIs, SLRs, and schedule milestones. He/She will have experience leading large, geographically distributed, 24x7 IT service management/Operations team. In this position, the NMCI Network Operations Director will need to exhibit strong leadership, ability to work effectively with Navy leadership, teamwork and motivational skills, as well as effective issue resolution, programmatic leadership and the ability to work with matrixed technical and functional teams to drive tasks to closure.The candidate will directly interface with Leidos and Government leadership, industry partners, driving contract growth, Cost and Schedule responsibility, contract execution, and staffing. Given NMCI is the largest program within Leidos, the ideal candidate will also have experience developing and delivering executive-level briefings.What You'll Get to Do:Lead a team of teams to operate and sustain the NMCI network.Act as the primary interface and direct liaison to Navy NETWARCOM and NCDOC.Communicate critical and time sensitive operations status directly to Leidos and Government leadership.Drive program execution through achievement of Operations contract requirements, KPIs, SLRs, and schedule milestones.Manage customer relationships and business rhythms with senior Navy customers.Coordinate effective risk and opportunity management, change management, and contract management.Manage subcontractor relationships through successful coordination with Global Supply Chain and Procurement teams.Provide oversight of program deliverables, responsible for working with the program CDRL lead to ensure a successful delivery.Support the development of internal and external briefings inclusive of program execution reviews, and executive meetings.Review cost reports and invoices, identifying anomalies, and executing corrective actions to ensure accuracy.Lead and participate in customer meetings, effectively communicating program status.Coordinate the compilation of program documentation inclusive of work instructions, management plans, and directives.Provide disciplined financial oversight to achieve Annual Operating Plan (AOP) objectives for the NMCI Operations directorate.Manage EACs and resource allocation.Provide oversight of Operations staffing requirements, working with assigned Resource Managers to support efficient hiring.Support employee engagement activities across NMCI sites (travel required).Assist with quality assurance efforts, inclusive of ISSO audits and CMMI certifications.Ability to effectively communicate and manage assignment progress to meet deadlines.Lead on-contract growth through the IDIQ vehicle and support other business development activities as they pertain to the program.You'll Bring These Qualifications:BA/BS Degree in a related field, and 12+ years combined experience managing and/or executing the planning, provisioning, and delivery of network services, and/or other technically complex information technologies services to large organizations internationally (or Masters with 10+ years or prior relevant experience). Generally has 7+ years of experience supervising or leading teams or projects.US citizenship and currently possess an active DoD SECRET security clearance with the ability to obtain TS/SCI clearance.At least 5 years combined experience managing the planning, provisioning, and delivery of IT services to large organizations. This experience shall include regular communications with the supported organization’s senior executives and direct accountability for managed activities.Prior experience leading virtual, geographical-dispersed teams of teams with > 100 employees.Prior experience leading and coordinating matrixed, technical and functional teams.Experience managing budgets > $100M.Experience performing internal process audits; monitor/track corrective actions; monitor process implementation; perform process checks on internal procedures; review contract deliverablesAbility to maintain discretion associated with staffing and cost requirementsExperience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)Ability to utilize MS Office Products to develop and maintain program documentation and CDRL’sStrong analysis skills, with the ability to identify and implement continual process improvements.Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment.Prior experience with Leidos Engineering best practices (Engineering EDGE)Ability to support proposals, coordinating with corporate and program personnel to deliver a corporate-approved proposalExcellent verbal and written communication skills, with the ability to succinctly communicate ideas.Ability to drive team culture with emphasis on Leidos leadership values and behaviors.Experience managing relationships with senior DoD/Government customers.These Qualifications Would be Nice to Have:Prior Navy and NMCI experience in the Navy Enterprise Network desired.PMP and/or DAWIA PM Level III Certifications.Ability to obtain a DoD TOP SECRET/SECRET COMPARTMENTALIZED INFORMATION TS/SCI security clearance.Experience with Systems Engineering principles and concepts (including ITIL, ITSM, MBSE).Intimate knowledge of Enterprise IT functions.Prior experience working with managing project schedules, resource allocation and EAC development; EVM experience a plus.Original Posting Date:2024-06-14While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.Pay Range:Pay Range $144,300.00 - $260,850.00The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary.
