The selected candidate will conduct a variety of professional city planning research and analysis duties. Excellent communication skills are needed, as this position will interact with the public and other City departments and organizations and organizations to obtain and provide information and assistance in a variety of circumstances. This position will also assist in the development of planning studies and reports in support of new and updated plans, programs and regulations. This position is part of the professional planner career series.Essential Functions
Assist with the preparation, updating, maintenance and implementation of the City’s Comprehensive Plan.
Assist in the preparation and implementation of area and neighborhood plans.
Interpret plans and studies as they relate to development proposals or other activities.
Create presentation materials for various stakeholders, utilizing numerous software applications to generate reports, graphics and other visual media.
Coordinate public engagement activities and facilitate a variety of planning activities, conduct field investigations, assessments, and attend evening and weekend meetings, as needed.
Collect a variety of statistical data and prepare and present reports and maps on topics such as census information and land use for use in planning studies and by other City departments, various organizations, and the public.
Conduct extensive research in specific or general project areas.
Work on several projects or issues simultaneously.
Work independently or in a team environment as needed.
Facilitate in-person and virtual public participation activities.
Education/ExperienceWork requires specialized knowledge in a professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent combination of education and experience.Required:Bachelor’s degree in urban planning (or related field) w/ 2 years of experience ORBachelor’s degree in non-related field w/ 4 years of experiencePreferred:
Master’s degree in urban planning (or related field) preferred.
Minimum of 1-2 years of prior experience within the comprehensive, or long-range, planning specialty preferred.
Experience with GIS programs and applications preferred.
Additional Information & Requirements
American Planning Association (AICP) certification preferred.
CZA, CFM or certification related to field of practice.
Work Schedule:
Monday thru Friday, 8:30 am to 5:00 pm
Signing Bonus:
This position is eligible for a $5,000 signing bonus.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
