Summary The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence. Responsibilities Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas. Lead as senior substantive expert responsible for advising the DNI and ODNI leadership on operational collection capabilities, and addressing shortfalls associated with current national-level intelligence priorities for foreign intelligence information collected under the Foreign Intelligence Surveillance Act (FISA). Serve as primary focal point for developing and implementing IC policies associated with FISA procedures. Lead the IC implementation of the FISA Amendments Act to enable authorized foreign intelligence collection. Oversee, manage, and direct the activities of the FISA Working Group (WG), an IC interagency working group comprised of representatives from the Central Intelligence Agency, Federal Bureau of Investigation, Department of State's Bureau of Intelligence and Research, the Department of Defense, and National Security Agency. Orchestrate FISA studies identify viable courses of action to address key issues regarding FISA procedures, and provide structured recommendations focused on operational collection capabilities. Integrate priorities in planning, architectural analysis, and foreign intelligence to ensure alignment with FISA applications. Brief ODNI officials, Department of Justice senior members, members of Congress, and other major stakeholders as necessary to ensure FISA processes are well understood, especially with regard to FISA re-authorization. Oversee, manage, and guide the development and implementation of strategic and tactical planning initiatives to augment, extend, and improve FISA procedures regarding collection capabilities. Serve as the ODNI lead for all issues related to PPD-28, Sensitive SIGINT Restrictions. Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Provide leadership, guidance, and oversight of staff in order to elicit, analyze, and define customer/stakeholder requirements, support development of investment plans, and ensure development of business cases spanning multiple Intelligence Community organizations in order to meet stakeholder requirements. Lead, manage, and direct a professional level staff made up of government and contractor personnel, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Mandatory Requirements Superior leadership and management capabilities with the experience to effectively communicate organizational vision and align employee and program performance to the mission, including prior experience as a senior leader in the ODNI or an IC element. Significant experience developing and implementing data management and sharing and safeguarding strategies, policies, and standards within the IC and with a wide range of external partners. Expert ability to generate IC-wide performance metrics, coordinate, and integrate execution of implementation plans; oversee change management process. Experience leveraging non-IC capabilities to address key IC data and tool needs. Flexible work location, including willingness for local travel between ODNI buildings is required. Proven record of applied leadership success in building teams, leading change, managing resources, developing the workforce and working effectively with others in a diverse, complex and evolving environment. Desired Requirements Technical background in Data Management, Information Technology, Information Management, or Data Analytics-related disciplines strongly desired. Outstanding interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders. Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management. Bachelor's degree or equivalent experience as determined by mission specialty area.
