Security Program ManagerStillwater Government Services provides a range of Department of Defense, Intelligence Community, and Commercial analytic and operational support, risk analysis, analytic outreach, red teaming, and event support services. We pride ourselves in developing creative, customized, and flexible approaches that meet our clients’ evolving and dynamic needs. We are currently seeking a new Security Program Manager to provide oversight for a 24x7x365 operational security, program protection planning, physical/ technical & Industrial security onsite in Reston, VA.Core responsibilities of the position include:

Lead a geographically disbursed team of security officers ensuring they are qualified and trained to enforce standard security operating procedures and policies to include security administration, asset control and management, physical security, information security, and emergency response in a classified environment.

Develop and maintain strong relationships with client, internal stakeholders, vendors, contractors, and other stakeholders to ensure alignment, efficiency, and effectiveness to achieve program results.

Provide expertise security advice and assistance to customer, industrial partners and vendors.

Provide security education of contractor security officers and other contract personnel on proper procedures for protecting classified information and material. This entails the inspection and accreditation of contractor facilities based on ICD 705 and/or NISPOM requirements, and monitoring contractor compliance with contractual security requirements, national standards, and policy guidance.

Create and maintain appropriate security documentation, such as program security plans, program protection plans, and CONOPS. Assist in developing, documenting, and maintaining program security processes, security manuals, and standard operating procedures.

Work with various customers components to ensure timely approvals, accreditations, etc.; synthesizing security requirements, advising on viability of alternate approaches.

Investigate security incidents.

Support employees through the clearance process.

Develop documents for new compartmented programs.

Create briefing materials and provide security awareness training.

Must be willing to be on call and have availability to assume posts and take officer shifts when required

Education and Required experience:

Bachelor's degree

An active US government issued TS/SCI/Poly security clearance is required at time of application

Minimum 7 years of Program Management Experience in the govcon and cleared space

Minimum 5 years’ experience performing full range of PSO functions for national security programs and/or relevant industry security experience/certifications.

Working knowledge of the NISPOM, DCIDS, ICDs, and Executive Orders, to ensure security compliance

Demonstrated ability to work independently with minimal guidance and in small dynamic teams often under time-constraints

Experience supporting compartmented programs

Proficient experience writing official reports and preparing client and executive level briefing decks and presentations using MS PowerPoint

Excellent written, verbal and client-facing communication skills

Possess required Virginia DCJS card or willing to obtain

Create and maintain an official work schedule for all shifts in support of 24x7x365 multiple facilities geographically disbursed

Coordinate with site leads to regularly review/audit projects to ensure they are following program SOPs

Ensure program is executed according to schedule, within budget and according to program standards

Strong analytical skills, with the ability to use data to support decision-making

Experience working with vendors, contractors, and other external stakeholders to ensure the security of facilities and assets.
