Position DescriptionDue to an internal promotion, Serco has an exciting opportunity for a Director of Contracts, Serco North America to join their team. This leadership role will be responsible for the Contract Management workforce, spanning Serco’s business sectors including Defense and Federal.Reporting to the Vice President, Contracts, this role will be responsible for engaging with senior business unit leadership on providing strategic direction that impacts business outcomes and supports Serco’s strategic growth, mission, and market goals.The position has a reporting location at Serco, Inc.’s headquarters in Herndon, Virginia, with flexible working options taking into consideration the candidate’s base location.The Director of Contracts will be accountable for the following key areas of responsibility:

Lead and develop a team of highly skilled professionals in providing industry-leading cradle-to-grave contract and administration support for various cost-type, FFP, and T&M Government contracts.

Contract Management as a Subject Matter Expert on Government contracts to include areas covering the full life cycle of a contract, including, but not limited to, non-disclosure agreements, teaming agreements, evaluation of potential Organizational Conflicts of Interest (OCI) and contract requirements, proposal preparations, contract award, contract modifications, contract compliance; contract negotiation and dispute resolution skills; and contract closeouts.

Respond to all Government requests, disputes, and requirements; resolves disputes between prime and subcontractors, etc.

Ability to support both pre-award and post-award protests.

Attend post-award debriefings; proposes debriefing questions; and assists with proposal questions and answers, and discussion questions.

Compliance by evaluating potential and/or actual Organizational Conflicts of Interest and support the development of mitigation plans.

Recommend and/or take appropriate actions to resolve contract performance difficulties and escalated contractual issues.

Monitor company performance for conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and Government regulations.

Business Strategy by active engagement and participation in external industry organizations and advising Serco leadership on industry trends, direction, best practices, etc.

Develop effective partnering relationships with key government leaders.

Advise Serco’s leadership of business opportunities to improve financial performance through contract actions.

Perform other job-related duties as required.

QualificationsTo be successful in this role you will have:

Bachelor’s degree and 10 years of Contracts experience in Government Contracting, across multiple sectors within the Federal Government.

Strong collaboration skills with working knowledge of current technology and applications.

8 years' experience managing a workforce of matrixed staff embedded in the operating sectors as part of a team and can effectively interact with diverse personalities.

Excellent written and verbal communication skills.

Willing to travel.

Possess strong business acumen, be able to understand business and financial management, possess business writing skills and good working knowledge of FAR, DFARS, and international contracting practices, TAs, and NDAs.

Must be familiar with all contract types, such as FFP, cost-type, T&M, Fixed Fee, Award Fee, Incentive Fee, and Award Term

Must be familiar with Government property system administration, small business subcontracting programs.

Preferred Qualifications:

Familiar with and experienced with DoD and GSA contracts.

Familiar with and experienced with the Service Contract Act (SCA).

Familiar with operating under a foreign parent company and a special security agreement

Ability to obtain a security clearance.
