Summary About the Position: Serves as technical expert in conducting management manpower studies, organizational mission and function studies, and special management studies for the Assistant Secretary of Army, Manpower and Reserve Affairs. Responsibilities Provide technical guidance and expertise to a multi-functional team engaged in the conduct of manpower and organizational evaluations. Serve as technical person and team leader in conducting manpower workload and organizational analysis studies to include quick response studies for the organization's leadership. Interpret and promulgate policies and doctrinal regulations related to management functions, programs, and methodologies such as organization study, management study, efficiency review, and requirements determination. Provide guidance and assistance to the organization's Commands, installations, and other customers. Management may fill at any grade level. Duties described reflect the full performance GS-13 level. Duties will be performed in a developmental capacity under close supervision. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances.
