Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Join our dynamic team at Land Development Services (LDS) as a Building Inspections Supervisor under the leadership of the Chief of the Building Inspections Branch. In this role, you will lead a team of master combination inspectors, combination inspectors, and Non-Merit inspectors to ensure adherence to the Virginia Statewide Uniform Building Code. Further duties include but are not limited to:

Supervise and guide inspection activities to ensure compliance with established codes.

Implement efficient work policies and inspection procedures for optimal staff performance.

Review and update county and state code applications and interpretations.

Develop and recommend code changes to enhance building standards.

Collaborate with state and county agencies on design/construction policies, codes, and guidelines.

Design curricula and deliver training sessions related to inspection procedures.

Participate in emergency response operations on a 24-hour basis as required.

Drive to construction sites, meetings, training, and conferences, as necessary.

Foster a culture of safety through training, mentoring, and clear communication.

Resolve safety-related issues promptly and effectively.

Assist in recruitment, onboarding, and offboarding processes.

Assigns, directs, monitors and evaluates the work of inspectors assigned to either a functional or geographical area;

Through "ride alongs" and "ride afters", spotchecks the quality and quantity of inspectors' work;

Counsels employees;

Recommends and/or implements disciplinary actions;

Reviews daily reports for content and accuracy;

Advises inspectors on difficult problems;

Identifies staff training needs and coordinates/delivers training;

Presents refresher courses and courses covering code changes;

Resolves technical multidisciplinary construction problems;

Resolves disputes, problems, and differences in code interpretation, etc. between staff and plans examiners, contractors, developers and other agency and county staff;

Investigates and resolves customer complaints;

Reviews construction and site plans for new projects prior to inspections, and monitors the enforcement of special geotechnical requirements and building related proffers;

Reviews professional engineers' inspection reports for accuracy prior to their submission to his/her supervisor;

Testifies as to matters of fact in court cases;

Issues violation notices;

Coordinates the prosecution of violators with Code Enforcement;

Drafts correspondence for supervisor's signature;

Assists supervisor with preparing and administering the budget;

Compiles and maintains records;

Participates in the development/implementation of the Fairfax Information Database On-Line (FIDO);

Develops and recommends changes in the International Code Council and Virginia Uniform Statewide Building Codes;

Performs inspections as needed.

Employment StandardsMINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following (https://www.fairfaxcounty.gov/hr/equivalencies-education-and-experience) : Graduation from high school or a G.E.D. issued by a state department of education; plus five years of construction inspection experience. CERTIFICATES AND LICENSES REQUIRED:

Possession of a valid motor vehicle driver's license.

Certification by the Virginia Department of Housing and Community Development (VDHCD) in all of the following:

VDHCD Commercial Building Inspector

VDHCD Commercial Electrical Inspector

VDHCD Commercial Mechanical Inspector

VDHCD Commercial Plumbing Inspector

And the following certifications by the VDCHD within 18 months of appointment:

VDHCD Residential Building Inspector

VDHCD Residential Electrical Inspector

VDHCD Residential Mechanical Inspector

VDHCD Residential Plumbing Inspector

OR

Certification by the Virginia Department of Housing and Community Development (VDHCD) in all of the following:

VDHCD Residential Building Inspector

VDHCD Residential Electrical Inspector

VDHCD Residential Mechanical Inspector

VDHCD Residential Plumbing Inspector

And the following certifications by the VDCHD within 18 months of appointment:

VDHCD Commercial Building Inspector

VDHCD Commercial Electrical Inspector

VDHCD Commercial Mechanical Inspector

VDHCD Commercial Plumbing Inspector

PREFERRED QUALIFICATIONS:

Extensive code enforcement experience.

Excellent written and oral communication skills.

Excellent organizational skills.

Leadership skills and related experience.

Two (2) or more years of supervisory experience.

Certifications beyond those required for the position as issued by the International Code Council, Virginia Department of Housing and Community Development or Department of Professional and Occupational Regulation (DPOR) such as:

Tradesman, Master Electrician (MELE)

Tradesman, Master Heating Ventilation and Air Cond. (MHVA)

Tradesman Master Plumber (MPLB)

Contractor, Class A, Building (BLD).

NECESSARY SPECIAL REQUIREMENTS:The appointee of this position will be required to complete a criminal background check, a driving record, and a pre-employment medical evaluation to the satisfaction of the employer.This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.) PHYSICAL REQUIREMENTS:Ability to lift 50 pounds with assistance. Ability to use computers and office equipment. Ability to verbally communicate. Ability to distinguish colors of wiring. Ability to reach with arms extended above the head. Ability to climb multiple levels of stairs. Ability to climb step ladders and ladders up to 40 feet with required safety equipment. Ability to crawl, crouch, stoop and work in uncomfortable conditions. Ability to go up and down steep inclines. Ability to walk and adequately maneuver in an outside/inside environment. Ability to work in adverse weather. Ability to walk/traverse through and over various terrain.
