Where You Will Work
The NRO is seeking an IT Specialist to provide technical expertise in support the GED Enterprise Data, Applications, and Platforms (EDAP) office. This position is expected to perform architecture and IT service roadmap development, apply systems engineering practices, provide IT subject matter expertise, and employ program management skills for overseeing the design, deployment, and continued O&M of the hosting infrastructure. The selected candidate will become familiar with some of the NRO's most complex technologies and hosting requirements to ensure appropriate solution design. Lastly, the selected candidate will participate in acquisition source selections and conduct technical evaluations of acquisition proposals. Excellent communication skills will be necessary, as interface with mission acquisition offices across the NRO will be required. Familiarity with multi-cloud, C2E (and the current C2S), architecture, software, CI/CD pipeline, and GovCloud are desired.

Analyzes and evaluates work concerned with integrating, operating and maintaining complex IT systems. Tests and maintains network infrastructure including software and hardware devices. Applies technologies and management principles to adapt computer methods to a variety of subject matter situations. Performs equipment installation or relocation, testing and acceptance processes. Monitors and maintains operational IT systems. Monitors network capacity and performance. Responds to and resolves problems with software, hardware and systems management. Integrates several hardware, software, and/or IT related services to provide an integrated information system.
Provides direct support to the development of integrated agency-wide transition strategies, plans, and actions plans to ensure that key DoD and agency standards are implemented in support of agreed upon DoD information architectures.
Works within project teams to identify opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies. Develops and implements network backup and recovery procedures. Aids in the development and/or acquisition of systems software tools and support services for software security mechanisms. Supports the review and evaluation of existing software and procedures and provides methods for reporting and correcting security violations or breakdown.
Implements standard operating procedures, software, and controls to ensure appropriate levels of security. Stays abreast of cyber threat trends and latest on identifying, remediating and resolving cyber vulnerabilities, and ensure that cyber is built into the system design
Serves as a COTR responsible for design, development, delivery and maintenance for enterprise services and tools, infrastructure components, platform and CI/CD pipelines
Receives and analyzes new technology support requirements, develops information system techniques, establishes criteria, and makes decision on procedures/guidelines for automation resources.
Coordinates test planning/support for Enterprise-level tests. Oversees segment-level test execution.
Works with key IC and Department of Defense stakeholders to develop methods to transition traditional engineering management practices into agile processes. Supports the implementation of such methods to achieve long-term SPO vision.

Salary
This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)). Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay.
