General Description This position provides workforce development strategy and plans for leadership and staff of the Federal Mediation and Conciliation Service (FMCS) in Washington DC. Workforce development is focused on institutionalizing the knowledge, skills, and abilities required to participate in and lead the FMCS Enterprise Risk Management (ERM) program. This program ensures compliance with the Office of Management and Budget (OMB) Circular No. A-123, Management’s Responsibility for Enterprise Risk Management (ERM) and Internal Control. Specifically, the successful candidate will be responsible for the development of organizational role-based strategies and plans for creating and maintaining the necessary level of competence in risk management and for the incorporation of this content into existing FMCS workforce development plans. Duties and responsibilities

Work with FMCS and the ERM Team to create a role-based organization construct.

Identify the ERM requirements and duties for each role defined in the construct based on the newly created ERM Framework.

Work with the ERM Team to identify the knowledge, skills, and abilities required by each role in the FMCS organization based on the ERM Framework.

Identify existing workforce development plans for each organizational role and conduct a needs assessment to identify gaps in risk management knowledge and skills.

Create a risk management competency framework and career development plan.

Provide ongoing support and resources for managers to maintain and enhance their ERM capabilities.

Specialized Knowledge

The successful candidate will have knowledge and expertise in the following areas:

Career development planning.

Career planning tools and techniques.

Education

Bachelor’s Degree, preferably in Human Resources or Education.

Professional Certifications

None required.

Clearance

Must either have a completed and active background investigation at the Tier 1 low-risk level (formerly NACI) with a favorable adjudication or be able to pass a background investigation at the Tier 1 moderate-risk level.

Experience

Minimum of 7 years of relevant experience.

Citizenship

Must be a U.S. Citizen.

Skills and Abilities

Strong Problem Solving, producing positive outcomes and Return on Investment (ROI) for the Federal government.

Other Characteristics (e.g., Personal or Language)

Excellent oral and written communication skills in English. Must be able to work in a team environment with personnel from other companies, government program management and administrative personnel, and technical staff members.

Working conditions, including location

Remote work.

Client duty hours are Monday through Friday.
