Provide strategic insights related to financial management, compliance and regulatory matters to IDD leadership as they work to execute and grow mission-oriented projects funded by external parties and the AIR Equity Initiative (self-funded).

Prepare the Division’s annual project and indirect cost budget, monitor performance of the same and develop action plans to achieve financial goals necessary for all critical financial indicators including revenue, gross margin, profit/fee, indirect costs, project backlog, receivables and unbilled receivables.

Prepare financial reports that present relevant financial indicators to project management, senior finance management and senior corporate management who are responsible for attaining project, Division and corporate goals. Provide insightful analysis and recommendations to guide the Division toward financial and business goals.

Ensure Division compliance with governing procurement regulations including those from numerous countries, U.S. federal and commercial entities.

Prepare accurate and timely client billings; ensure staff appropriately expedite accounts receivable not received within contractually defined payment terms.

Advise on financial stewardship, provide training, and promote financial knowledge among the Division technical staff in support of project finances via outreach and communication especially in high-risk areas, e.g., regulatory compliance, fixed price contracts, cost share, indirect rate limits, indirect rate variances, etc.

Identify risk and develop risk mitigation plans during the capture, bid and execution phases of client- and AIR Equity Initiative-funded projects.

Lead efforts relative to project structuring, resource planning, and contract negotiation of finance-related terms & conditions for new projects or subcontracts; develop and manage relationships integral to the financial management of major vendors and subcontractors.

Develop, manage, and coach a team of high-performing global Finance professionals ensuring the team is supported, motivated and collaborating effectively with a shared vision.

Coordinate the efforts of a cross-functional team performing all client-facing financial activities for IDD contracts, grants and cooperative agreements including new business pursuits, project start-up, financial analysis, branch office and project office finance and accounting operations, financial compliance with funder and AIR policies and project closeout.

Contribute to a cross-functional team researching and interpreting regulatory compliance matters associated with establishing a working presence in developing countries. Develop a strategy to mitigate risk while meeting requirements related to taxation, compliance reporting, audit and mandatory filings.

Manage global office accounting operations to ensure compliance with local accounting practices and regulations as well as U.S. GAAP and ensure complete and accurate transfer of financial data from field office QuickBooks accounting records to applicable Deltek Costpoint projects and accounts.

QualificationsEducation, Knowledge, and Experience:

Bachelor’s degree in Finance, Business Administration, Accounting, or related field with at least 10 years of relevant work experience in an organization offering services to a wide range of federal and commercial clients, including extensive experience with projects funded by USAID and other international funders.

MBA from an accredited educational institution is preferred.

Proven experience with FAR, AIDAR and other federal and non-federal international funder regulations and guidelines, and in ensuring that projects maintain the highest administrative, financial, and operational standards for compliance and audits.

Demonstrated leadership of initiatives and/or operational units including people management.

Experience managing international branch and project offices with a specific focus on USAID-funded projects is preferred.

Previous work experience in developing countries is preferred.

Comprehensive experience with developing reports from large data sets, including advanced Excel skills (VLOOKUP, Pivot Tables, Visual Basic) and experience working with complex budgets.

Proficient in using standard Microsoft 365, including OneDrive, SharePoint, Excel (advanced), Word, PowerPoint, and Adobe Acrobat Pro.

Working knowledge of Deltek Costpoint, Cognos Reporting, and QuickBooks.
