Summary This position is located in the Department of Defense Office of Inspector General (DoD OIG), DoD OIG - OVERSEAS CONTINGENCY OPERATIONS. The DoD OIG - OVERSEAS CONTINGENCY OPERATIONS is responsible for the conduct and oversight of investigations into allegations against senior officials within the DoD. The division also conducts reviews, surveys, and studies, when required. Responsibilities Performs basic research, analysis, and evaluation duties and development assignments in one or more areas, in support of recurring weekly coordination meetings, which may include DIG OCO, Strategic Planning, Joint Program Management, Strategic Communications and Outreach, and/or Staffing and Operational Support; with guidance, creates agendas and chooses and applies analytical and evaluative techniques in assignments. Researches applicable laws, directives, regulations, manuals, prior studies, and reports needed for evaluations; summarizes information and presents outcomes to supervisors. As directed, the incumbent will assist in the gathering and analysis of data, developing findings and recommendations, prepare reports, briefings, or other evaluative products; collects, prepares or assembles supporting documentation; analyzes data to ensure that evidence adequately supports findings; assists with follow-up of previous evaluative products. The incumbent serves as coordinator and central point of contact (POC) for ODIG OCO for administrative matters and improving administrative management methods and procedures, and ensuring the effective use of resources. Assists the ODIG OCO organization in meeting statutory requirements of the Lead Inspector General mission, but not limited to, DoD OIG requirements imposed by policy and Instruction. Provides, secures and/or negotiates for resources and services required for ODIG OCO to manage and execute functional responsibilities and the mission. Determines the need for and/or queries the Staff on the need for new/additional equipment, supplies and services, and follows-up on the status. Reviews and approves requests, and coordinates arrangements for repairs, installation or relocation of equipment. Serves as central POC for administrative information, decisions and actions consistent with established policies and procedures as pertains to information governance (iGov), property (DPAS), time-keeping (DAI), and acquisition. The incumbent is wholly responsible for ensuring that ODIG OCO personnel have, upon entry into the organization, satisfied deployment requirements associated with required travel to any theater of operation respective to a current overseas contingency operation. The incumbent will also coordinate with other OIG representatives to ensure accomplishment of administrative requirements as dictated by ODIG OCO. Coordinates with ODIG OCO management officials to ensure administrative policies and actions related to organizational strategic goals and requirements are consistent with the intentions of the DIG OCO and Staff.Assists the organization in ensuring compliance and enforcement of computer and physical security measures in accordance with DoD and OIG regulations. Responsible for the handling of classified material to ensure the accountability of sensitive data. Develops internal FO security procedures and implements as an internal control in accordance with the Management Internal Control Program (MICP) ensuring that ODIG OCO meets and complies with OSEC administrative security requirements. Serves as the primary POC for all inquiries and incoming correspondence to ODIG OCO and directs highly complex inquiries appropriately. Ascertains the nature of inquiries to determine classification, and whether the inquirer is authorized to receive such information. Uses discretion and good judgement in forwarding inquiries, visitors, and certain official and personal correspondence. Exercises a high degree of diplomacy, judgment and tact in handlings inquiries and in other dealing with senior-level civilians and military officials on official matters. Responsible for the proper handling of telephone calls, messages. Resolves unusual administrative problems, or assesses and recommends changes to office procedural policy to remedy conventional situations; installs procedures that affect subordinate units, and ensures compliance. Initiates actions which may involve conducting extensive research to obtain information. Ensures that administrative practices and procedures used by (action officers, primary staff members, and support personnel) in subordinate directorates are consistent with those of the Executive Secretary. To promote efficiency of office operations, determines and makes appropriate and approved changes in clerical-administrative policies for the Staff, and maintains internal controls of said actions. Establishes priorities related to scheduling meetings and appointments, accepts or declines invitations, and arranges for substitute representation without prior approval based on personal knowledge of the Chief of Staff's preferences, commitments, protocol, workload, current issues, and unwritten policies and practices. Ensures that ODIG OCO Directors are informed of DIG OCO and Chief of Staff's activities. Requirements Conditions of Employment Qualifications Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 for the GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 for the GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 for the GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).
