Position Summary:
The Secure Housing Program Manager is an exciting opportunity to build a new program that will impact housing opportunity and access in Vermont. This role will support 4 Secure Housing Coaches who will be working with statewide housing partners, social service agencies, and financial institutions throughout Vermont. The Program Manager will set up a Secure Housing Coach case management system and develop a professional learning community to strengthen the work of the Secure Housing Coaches. This is a support role not a supervisory role.
The Secure Housing Program Manager will gather stories and data from Secure Housing Coaches on the experiences of folks working to secure housing in Vermont. These stories and data will be used for continuous program improvement through LAOB’s advisory powers to impact and update housing programs across the state. Advisory Powers is a statutorily defined responsibility to offer feedback, advice, and ideas into the existing housing systems to improve the access and experience of marginalized community members. This role will manage and update a state housing resources directory that includes all of the housing resources available to Vermonters.
Our Team:
The Land Access and Opportunity Board hired its first staff, Co-Directors Jean Myung Hamilton and Ornella Matta-Figueroa, in 2024. It’s an independent state board tasked with improving housing and land access for all marginalized populations. See sunrise report here and the law as written here.
The LAOB (Land Access and Opportunity Board) is a new organization. We need someone excited to help launch and sustain a new program. This position would work well for someone that is self-directed and able to bring vision and energy to a new project.
The Vermont Housing and Conservation Board (VHCB) is the administrative home for the LAOB. While all work under this position is directed by and in support of the LAOB, VHCB acts as the direct employer.
This role focuses on:
Program Ambassadorship –Aligning the Secure Housing Program with LAOB’s mission, representing it externally, and building support for its success;
Managing a Professional Learning Community – Developing and facilitating collaborative professional development and support for Secure Housing Coaches;
Data Analysis and Reporting -Evaluating program data to inform statewide policy and practice, and maintaining a Vermont housing program directory; and
Case Management System Implementation – Creating, implementing, and maintaining a case management system for coaches, including training and ongoing improvement.
Qualifications:
Proven ability to develop and lead new projects through self-direction and light supervision
Program evaluation experience including creating surveys, gathering data, running focus groups, analyzing data, and presenting data
Experience receiving or providing coaching, counseling, advising and/or technical assistance.
Strong interpersonal communication skills including facilitation, communication with community stakeholder, and plain language translation
Ability to adapt, create, and thrive within highly changing conditions
An embodiment of servant leadership qualities including empathy, awareness, listening, and compassion
A growth mindset, eagerness to learn and improve
Bonus Qualifications
Experience working in a case management role or in a case management support or supervision role
Knowledge of housing systems
Previous skill managing a community of practice
Digital communication skills including experience with social media and newsletters
Understanding of and connections to Vermont communities and systems or experience working in other rural communities
Work Conditions:
This position requires the ability to work at a computer for 8 hours per day. Also requires frequent communication with others, including hearing and speaking clearly with adults. Compensation:
