Position Purpose:The Transportation Compliance Manager is responsible for leading the transportation compliance program for ESS drivers and fleet. This includes administering required recordkeeping and reporting for the overall motor carrier operation, and providing support to business unit operations who are responsible for performing local compliance tasks for their fleet and drivers.Primary Duties /Responsibilities: Complete required USDOT recordkeeping, including the FMCSA biennial registration, filing of hazmat spill reports with PHMSA, renewal of PHMSA Special Permits and approvals, review USDOT site security plans, maintain DOT recordable accident register, and any notifications to federal agencies for any DOT incident after consultation with VNA Director, Transportation Compliance.Periodically Monitor and report on operational compliance with Federal Motor Carrier Safety requirements.Lead and conduct periodic transportation compliance audits and site inspections to ensure compliance.Create and lead training materials and provide direction to business unit teams who are responsible for completing routine tasks for driver and fleet compliance (driver qualification files, spill reporting, fleet maintenance, fuel tax reporting, etc.)Administer the DOT Drug & Alcohol testing programs for drivers, ensuring that random and post-accident testing is performed in compliance with Veolia policies/procedures and federal/state regulations.Support post-accident incident investigations and the resolution of any agency identified non-conformances (over-the-road inspections).Support the usage of the fleet telematics program (Samsara), with the primary focus on the HOS Compliance, Unassigned Driving Time, Driver Safety Coach Alignment and Coaching workflows, Driver App Workflows, and Vehicle Regulated.Unregulated identification. Support the onboarding of acquired businesses into Samsara and Element Platforms.Support operations in complying with the multi-modal PHMSA hazardous materials shipping regulations through training support, outreach, and addressing daily questions from the field. Must complete IATA, IMDG and DOT hazardous materials training and maintain certification as required.Monitor vehicle accident claims both in-house and with outside vendors.Maintain third-party transporters in the AS400/iSeries upon request from BU operationsCreate new container types in the AS400/iseries upon request from BU operationsAssist in communications training documents, procedures, and critical fleet program communications.Secondary Responsibilities:Shared responsibility on the maintenance of a fleet management database that includes purchases, sales, licensing/registration, insurance, inspections, and maintenance.Co-own responsibility to maintain ESS fleet maintenance databases (element/Penske) of vehicles and equipment.Facilitate vehicle transfers from branch to branch and assist with administering various fleet safety equipment.Prepare periodic vehicle/equipment usage reports as directed, prepare other reports and analysis as may be required by the Fleet Manage and/or regulatory agencies.Perform administrative tasks as required or assigned.Work with suppliers, verify supplier invoices, and process supplier invoices.Coordinate necessary actions/communication between drivers, operational management, and human resources.Prepare and distribute fleet analytics on an ongoing basis.Other duties as assigned by leadership
