POSITION OVERVIEWApplications accepted from: ALL PERSONS INTERESTED Section: Structural Inspection Section Reporting Location: 1002 Washington AveWorkdays & Hours: M-F, 7:00 am - 3:30 pmDESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSCoordinates the enforcement and application of various codes, ordinance and technical specifications nonstructural plumbing facilities, structures and systems to assure conformance with plans and specifications. Prepare, conducts and reviews various types of inspections, such as tunnels, manholes, shaft sites and new construction or construction revisions for compliance with specifications, identifies problems area and recommends solutions. Prepares and serves correction notices and may serve violation citations, meets with general public, contractors, technical professional and businesses to respond to inquiries and technical problems. Performs daily record keeping activities to maintain filing systems, reports and documentation including photographs taken during inspections. Research and evaluates pluming plans, specifications and drawings. Prepares and submits various technical reports. Performs plumbing inspection on all permitted work for code compliance. Perform investigations of unpermitted work and issues citations. Assists supervisor with special tasks as assigned. Performs other duties as assigned.WORKING CONDITIONSThe position routinely requires lifting of moderately heavy items, such as computers or records boxes (up to 40 pounds), Climbing stairs, use of ladders, and/or very long periods of walking on rough surfaces on a routine basis.This is a Department of Houston Public Works Emergency Management Position at the Tier III Level.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires High School Diploma or G.E.D. and up to 18 months of education or training in the area of inspection to be performed.EXPERIENCE REQUIREMENTSTwo years of journey level or skilled experience related to the area of inspection to be performed are required.LICENSE REQUIREMENTSRequires a valid Texas Driver's License and be in compliance with the City of Houston policy on driving (AP 2-2).Certificate/License: Code Enforcement: The following certificates/licenses are preferred to be obtained within 11 months of employment in the area of inspection to be performed: Licensed by the State Board of Plumbing Examiners; and, ICBO or IAPMO Plumbing Inspector Certificate.PREFERENCESPreference may be given to applicants with carpentry, general contractor or superintendent experience.Preference will be given to applicants with commercial or residential ICC inspector certification. Preference may also be given to applicants who are fluent in Spanish. Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.GENERAL INFORMATIONSELECTION/SKILLS TESTS REQUIRED: NoneHowever, the department may administer a skills assessment test.SAFETY IMPACT POSITION: YesIf yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.SALARY INFORMATIONFactors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.PAY GRADE 18INCENTIVES/AWARDSRetention: Eligible for award of up to $3000.00, upon completion of 24 months employment Certification: Eligible for annual incentives of up to $3900.00, upon acquisition of eligible certifications.Step Increase: Salary adjusted by 3.1% upon start of 3rd year of employmentSalary adjusted by 2.8% upon start of 5th year of employmentAPPLICATION PROCEDURESOnly online applications will be accepted for this City of Houston job and must be received by the Human Resources Department during active posting period.
