Anderson Cancer Center (MDACC) is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research, and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees, and the public.The Core Facilities Financial Analyst provides professional-level sponsored projects management with specific responsibility for post-award functions that include, but may not be limited to, budget development, account maintenance and oversight, billing/invoicing, accounts receivable, reporting, compliance, and closeout for 4-6 institutional core facilities. This position is responsible for generation of financial reports to enable evaluation and review of the financial impact of newly proposed shared resources and services as well as of the closure of shared resources. Assists the Associate Director of Finance/Sr. Core Facility Financial Analyst in complex and relevant data analysis, and annually updating financial components of business plans and pricing strategy for institutional core facilities. Fosters effective working relationships across the organization between MDACC faculty and staff, department chairs, senior leadership, and various administrative departments.Key FunctionsFinancial Management (55%)· Maintains familiarity with federal regulations (e.g., Uniform Guidance, DFAR) and sponsor guidelines related to financial research administration· Reviews award documentation to extract core demographic details, identify financial deliverables, and financial compliance-related requirements· Performs post-award financial research administration activities including, but not limited to, budget development, account maintenance and oversight, billing/invoicing, accounts receivable, reporting, compliance, and closeout; updating existing accounts as needed to ensure accuracy of demographic and financial details; monitoring account activities to ensure expenditures align with the proposed scope and any subsequent revisions· Implements transactions related to accounting issues, including project over runs, and accelerated spending or underspending by recommending ePAFs, nSCTs, or manual journals· Completes timely award/project closeout activities; coordinates with others as needed to achieve appropriate closeout status and inactivate the award and related funds; initiates residual balance transfer or refund processes when necessaryReporting & Analysis (25%)· Provides financial accountability and ensures compliance with state and MDACC procedures and internal control guidelines for accounting, reporting, and administrative services· Performs account reconciliations with varying ranges of complexities to include reviewing, monitoring, analyzing, and synthesizing information· Extracts, analyzes, and prepares financial reports, with strong attention to detail and a high level of accuracy; routing reports for approvals and submitting approved reports using prescribed methods· Examines historical and projected financial data/cost studies to provide valuable data to make financial and operational decisions.· Maintains accurate reporting schedules and related details to ensure timely submission of deliverables and meeting internal and external deadlinesFiscal Policy and Internal Controls (10%)

Ensures compliance with institutional, state and federal policies and procedures related to financial compliance matters

Implements solutions and best practices to enable more efficient financial operations management

Performs periodic audits to ensure that financial management standards are maintained.

Oversees fund stewardship, ensuring that fund expenditures are appropriate and allowable, and notifies appropriate leadership when issues arise

Serves as a resource for identifying patterns and trends of fiscal concern

Maintains institution-wide security access to MDACC computer systems as required per the scope of duties of this position
