The VP is responsible for setting the tone and direction of the Chief Finance Office, manages daily operations, provides administrative oversight, and oversees special programs and projects thereby supporting the Executive Vice President in all matters related to achieving UTMB’s mission, vision, and goals.Scope: Executive Vice President, Chief Financial Officer areas of responsibility, UT System collaboration, Community and State as required.Essential Job Functions:Institutional Activities -

Works in conjunction with the Finance leadership team as well as Institutional executives, to develop both short- and long-range financial plans for the institution based on evolving healthcare, research, educational, and innovation mission areas.

Serves as liaison and an interface between the Executive Vice President and the VPs, and institution-at large on issues, processes and programs as deemed necessary by the Executive Vice President.

Organizes all financial materials for UT System matters related to the Board of Regents agendas, special events and visits, routine inquiries, reports, and financial correspondence.

Gathers, investigates, researches, and analyzes activities impacting institution-wide or intra/interdepartmental financial developments.

Assists in the analysis and interpretation of financial and operational metrics, and the development of recommendations to improve operational performance.

Ensures that financial priorities and objectives are represented, communicated, implemented and managed.

Internal and External Communications -

Develops position papers, proposals, presentations, and correspondence for the business and finance executive leadership on a variety of issues.

Oversees all correspondence with responsibility for tracking, accurate content, and timeliness of responses.

Reviews communications from the Chief Finance Office for accuracy and clarity of content, political nuances, and overall continuity.

Coordinates with executive leadership on all financial and business matters related to the Board of Regents and ensures preparation of all necessary materials.

Plans and oversees the preparation and coordination of all activities and materials related to meetings of financial trainings, road shows, and financial townhalls.

Office Administration -

Provides advice and assistance to the Executive Vice President and handles various routine matters.

Oversees a wide variety of special programs/events and manages confidential issues as delegated by the President.

Manages all aspects of the daily operations for the Chief Financial Office providing supervision, leadership, and guidance to the staff.

Provides oversight to all financial operations for the Chief Financial Office and the departments that report directly to the Chief Financial Officer including budget planning and management, general accounting and reporting, and capital management.

Reviews all required meeting materials for accuracy and reviews and briefs Executive Vice President in advance of meetings.

Marginal or Periodic Functions:

Serves as a member of special committees on behalf of the Chief Financial Officer.

Adheres to internal controls and reporting structure.

Performs related duties as required.

Knowledge/Skills/Abilities:

Must be a team player, able to build consensus and have the ability to bring creative, innovative approaches to Institutional initiatives.

Excellent verbal and written communication skills.

Ability to develop strategic goals and translate into tactical operations in a manner which is understandable to all employees.

Is action and results-oriented; has the ability to assist the organization in achieving exceptional financial and operational results.

Strong analytical skills necessary to investigate, understand and formulate options and recommendations regarding complex business, finance and human resources issues.

Ability to review, develop, recommend and implement operational policies/processes.

Ability to use strong change management skills to assist the organization in succeeding in a changing marketplace.

Demonstrated success in planning, problem solving and leading a professional team across multiple, diverse work functions.

Minimum Qualifications:

Master’s degree in Business Administration.

10 years of progressively responsible leadership experience in an academic healthcare or comparable setting.

Preferred Qualifications:

Budgetary and financial management experience in an academic medical center setting

Experience preparing and participating in Board presentations

Capital budget experience

Experience overseeing a budget of at least $1 billion is desired.

Experience in financial systems integration and implementation.
