This position supports the DEA program and is responsible for managing all functional areas within the Acquisitions and Property/Supply Departments (Supply Chain Team). The Supply Chain Manager reports directly to the Program Manager. This position is responsible for managing all functional areas within the Acquisitions and Property/Supply Departments for the DEA Program.The Supply Chain Manager reports directly to the Program Manager. This position is responsible for managing all functional areas within the Acquisitions and Property/Supply Departments for the DEA Program. The PSCM provides leadership, direction, and training regarding safety, policies, procedures, and contract requirements to the Supply Chain Team personnel, and will be responsible for the supervision and administrative coordination of all areas of the Procurement Department including directing and coordinating the activity of personnel engaged in purchasing equipment, supplies, services, and associated subcontracts for the DEA Program. The SCM will be responsible for ensuring V2X policies and procedures are adhered to and tailored to the DEA Program as applicable. This position is an integral part of the V2X team, established to support all functional areas and the Customer by meeting Supply Chain requirements. The PSCM communicates daily with all parts of the program as well as external partners/stakeholders and will serve as the primary point of contact for all supply chain requirements for V2X Aerospace and Defense Services (ADS) and Corporate Supply Chain.The essential functions include, but are not limited to, the following duties:

Will be the primary program focal point for Government Procurement Compliance, and will ensure all subordinate Acquisitions personnel follow strict compliance requirements

Follows all Federal Acquisition Regulation (FAR) requirements as they pertain to Government Purchasing requirements to maintain Contractor Purchasing System Review (CPSR) compliance and will be responsible for ensuring all DEA program acquisitions personnel follow all applicable rules and instructions for compliant government purchasing as well

Manages and coordinates the activities and assignment of the DEA programs Acquisitions Department related to sourcing, procurement, and acquisition of necessary materials and services in response to open requisitions

Manages employees performing Property/Supply functions such as property/inventory control, demand planning, shipping, and receiving, ALSE inspection and repairs, cores management, warranty and repairable management, equipment calibration, and property disposal

Manages development of RFQs, RFPs, SOWs, and Purchase Orders

Ensures appropriate levels of aircraft parts and government property are maintained at all Program sites through analysis, forecasting, and balancing of inventory levels

Remains abreast of latest acquisition and property management requirements/regulations and provides training for Supply Chain Team personnel to ensure compliance and effective utilization of small businesses

Establishes localized work instructions and guides for use by DEA Program Supply Chain personnel as needed

Monitors Supply Chain Team activities to address problems and capture process improvement opportunities in a timely manner

Ensures the efforts of Supply Chain Team personnel are maximized and prioritized to effectively meet schedule requirements

Builds strategic partnerships with Customers and suppliers

Works with suppliers to explore alternative approaches for mitigating risk and lowering costs for the customer

QualificationsThe following are required unless otherwise indicated:

US Citizenship is required.

Minimum ten years of experience in Supply Chain Management with a related bachelor’s degree with heavy experience and concentration in Government procurement and ancillary supply functions (demand forecasting, inventory management, etc.) under Federal Acquisition Regulation (FAR) requirements

Minimum five years of technical and supervisory experience

Extensive understanding of and experience in applying principles, concepts, practices, and standards associated with Acquisitions and Property/Supply controls of materials

Ability to develop solutions to a variety of complex problems

Extremely well versed with Federal Acquisition Regulations (FAR), especially Part 52 – Solicitation Provisions and Contract Clauses (preferred)

Heavily experienced in DCMA Contractor Purchasing System Review (CPSR) procurement requirements is a definite plus

Highly efficient and experienced in Long Term Agreements and Sub-Contracts

Familiar with FAR Part 45 – General Property (preferred)

Experience with FAA Part 145 Repair Station operations in the General Aviation Industry (preferred)

Working knowledge of the International Air Transport Association as it relates to hazardous materials

Experienced in quality improvement of processes and tools

Above average understanding of common business software packages

Experience with computerized Logistics Management Systems is required and Pentagon 2000 (preferred)

Ability to pass a stringent background investigation and obtain a Department of Justice security clearance

Successfully complete a pre-employment drug screen.
