Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio. Responsibilities Serve as a Senior Budget Analyst, responsible for analyzing program and budget guidance, formulation methods, and execution tools. Serves as the central point of funds control. Ensure the distribution of funds received from higher headquarters is in accordance with approved programs and supports required limitations, floors and special projects/earmarked line items. Advise on the status and availability of funds on programs as well as regulatory aspects and command financial management processes applicable to their programs. Report on the actual use and rate of expenditure of funds against the financial plan and provide written narratives to justify variances. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes preparing budget reports to determine whether requested allotments are within an approved budget; analyzing estimates of funding; and reviewing budgets to determine funding limitations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Budget Execution Concepts, Policies, and Principles of Budget Fundamentals & Operations of Budget Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
