CAPPS Recruit:https://capps.taleo.net/careersection/ex/jobsearch.ftl?lang=enGeneral Description:This position will oversee programs, policies and procedures as a vital member of the Claims Department of the Texas Veterans Commission. This role would be responsible for researching, analyzing and interpreting local state and federal VA laws related to Veterans Benefit Administration. Makes recommendations for policy development and drafts new policies, or revises existing policies, to include performance measures based on research and analysis. Maintains operations plan and claims manual and other supporting documentation for the Claims Department.

To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.Essential Duties and Responsibilities:· Collects data on daily operations such as workload and quality performance· Coordinates and conducts surveys for each district at every level and communicates to improve quality both for staff and clients· Creates documentation to demonstrate potential solutions to work in everyday functions

Gathers report information from all programs within all Claims Districts

Creates reports that is accurate, reader friendly, and reliable

Keeps communication with data source parties, mainly VA and Software companies

Communicates with Mentor Trainer Liaisons, District Managers and field personnel as needed

Produces new changes and creates Policy Letters in collaboration within the Claims Department

Maintains Claims Manual updated along with any other changes to policy

Establishes relationships with external stakeholders for more accurate information needed for reports

Experience may be substituted for education on a year for year basis.College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.Minimum Experience:One (1) year of specialized experience assisting with documentation to determine basic eligibility for Veterans Benefits Administration or related programs.Additional Requirements:A valid Texas Driver’s License must be provided within 90 days of hire.Preferred Qualifications and Experience:· TVC accreditation· Honorably discharged veteran.· Experience in filing benefit claims with the Department of Veteran Affairs.Knowledge, Skills and Abilities:· Knowledge of and ability to interpret VA laws, regulations, and the claims process.· Skill in identifying measures or indicators of program and staff performance and in operating a computer and applicable software.· Skill in integrating budget and performance data analysis to design and recommend process efficiencies and/or operational improvements.· Ability to advise agency leaders on performance measurement results and integrate performance improvement recommendations into agency-wide strategic planning initiatives.· Ability to provide exceptional customer service in stressful environments.· Ability to communicate effectively both orally and in writing.· Ability to gather, assemble, correlate, and analyze facts, to devise solutions to problems; to prepare concise reports; to develop and evaluate policies and procedures.

Environmental & Physical Conditions:

Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds.
