Position DescriptionThe Engineer 3 - Assistant Chief Engineer position is located within the Engineering Division of the Nashville Department of Transportation & Multimodal Infrastructure. In this capacity, the incumbent plans, coordinates, supervises, and performs activities involved in development of all plans, specifications, construction, and cost estimates for comprehensive county-wide municipal construction projects. Employees in this classification may serve as specialist in a recognized branch of engineering, and are responsible for handling, in a largely independent manner, all complexities and facets of their assigned work, including providing answers to sensitive and controversial issues involving media relations. This position reports to the NDOT Chief Engineer. Performs related duties as required.The Nashville Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up and the Nashville Department of Transportation (NDOT) employees are up for the challenge.Typical Duties
Oversees the day to day duties and activities within the Capital Design section of the Engineering division.
Develops standards, criteria, policies, and overall long-range plans activities related to capital design and associated areas.
Directs the design and construction of capital and other related projects.
Evaluates efficiency and cost effectiveness of infrastructure projects.
Prepares, assists, and advises in preparation and review of Capital Improvement Budget.
Supervises or provides in-house contract administration services from initial approvals, right-of-way acquisitions, and advertisements through final inspection and closeout.
Approves acquisition and easements of property for municipal projects.
Interprets and enforces local, state, and federal regulations affecting municipal projects and initiatives.
Prepares or oversees preparation of various reports.
Reviews and applies for federal grant applications.
Represents department at various meetings as needed.
Provides advice and problem-solving expertise on especially difficult engineering problems in area of specialty.
Coordinates the activities of consultants in development and implementation of construction programs.
Confers with contractors on project progress.
Performs supervisory duties related to the selection, training, work assignment and evaluation of employees within the work unit, which may include other engineers, inspectors, and clerical staff.
Minimum QualificationsEDUCATION AND EXPERIENCEBachelor's Degree in Engineering from an accredited college or university and eight (8) years of progressively responsible post degree engineering experience, including four (4) years as a licensed Professional Engineer.Professional Engineering License and eight (8) years of engineering experience, including two (2) years as a professional engineer.LICENSES REQUIRED
Valid Driver License
A Professional Engineering License from any state is required to apply for this position; however, the Tennessee Professional Engineering License must be obtained prior to completion of the probationary period.
Failure to obtain the Tennessee Professional Engineering License will terminate employment.Candidates with accreditations earned in a foreign institute are encouraged to apply.Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.Preferred Experience, Knowledge, Skills, and Abilities
